Petitioners are challenging<\/p>\n<p>the rank list prepared by the Public Service Commission for appointment to the<\/p>\n<p>post of HSA (English) in Kozhikode District. The Public Service Commission has<\/p>\n<p>prepared the rank list with 106 candidates in the main list. At the time of<\/p>\n<p>preparation of short list, only 38 vacancies were reported. The position in other<\/p>\n<p>districts was different. Here, the rank list was exhausted years ago and fresh<\/p>\n<p>notification was also issued. The appeal was filed by the petitioners 2 and 3.<\/p>\n<p>The reason stated for the delay is that he first petitioner Smt. Rari Raghav went<\/p>\n<p>abroad. That is not a ground for condoning the delay. In any event, the reason<\/p>\n<p>stated for condoning the long delay is not satisfactory.                  Hence, the delay<\/p>\n<p>condonation petition is dismissed.
