No.6494\/2009-F\n                      ~~~~~~~~~~~~~~~~~~~~~~~~~~~\n                 Dated this the 27th day of February, 2009\n\n                            J U D G M E N T\n<\/pre>\n<p>              The petitioner is a Special Village Officer in the Revenue<\/p>\n<p>Department.      She started her carrier as Lower Division Clerk on<\/p>\n<p>10\/07\/1989, which is evidenced by Ext.P1. She has passed DOM test in<\/p>\n<p>March 1999.      She also passed Account Test Lower in 2004 which is<\/p>\n<p>evidenced by Ext.P2, and also Revenue Test (Travancore) and Chain Survey<\/p>\n<p>test which is evidenced by Exts.P3 and P4. The petitioner contends that<\/p>\n<p>number of officers who joined service along with and after the petitioner,<\/p>\n<p>have been promoted to the post of Upper Division Clerks\/Special Village<\/p>\n<p>Officers and Deputy Tahsildars\/Junior Superintendents.         The petitioner<\/p>\n<p>submits that she has been singled out and has been denied promotion stating<\/p>\n<p>that she has not completed her period of probation satisfactorily. She is<\/p>\n<p>claiming promotion as Upper Division Clerks\/Special Village Officers from<\/p>\n<p>09\/12\/1997, the date on which her juniors were promoted. Ultimately, she<\/p>\n<p>was promoted as Special Village Officer on 29\/04\/2004 temporarily. She<\/p>\n<p>thereafter filed Ext.P6 representation seeking for retrospective promotion.<\/p>\n<p>      2.      But  subsequently, her juniors,       namely, Beebas     V.M.,<\/p>\n<p>Chandrakaladharan P., Anil George etc. has been promoted as Deputy<\/p>\n<p>W.P.(C) No.6494\/2009<br \/>\n<span class=\"hidden_text\">                                     -:2:-<\/span><\/p>\n<p>Tahsildars\/Junior Superintendents as per Ext.P7 order. Again by Ext.P8<\/p>\n<p>order, several juniors to the petitioner have been promoted as Deputy<\/p>\n<p>Tahsildars\/Junior Superintendents.\n<\/p>\n<p>      3.     Seeking for appropriate orders to get retrospective promotion to<\/p>\n<p>various cadres, she has filed Ext.P9 representation before the respondent.<\/p>\n<p>      4.     In the result, the respondent will consider and pass orders on<\/p>\n<p>Ext.P9 after hearing the petitioner and any other persons affected within a<\/p>\n<p>period of three months from the date of receipt of the copy of this judgment.<\/p>\n<p>      The writ petition is disposed of as above.
