Heard arguments on both the side and perused theentire\n\nwrit papers.\n\n3. in so far as the title and possessioil  the \n\nquestion between the petitioner'  respondentczil'  is _:\u00a7r1ow \n\npending before the civil court. *v.fo1\"pt:he  to grant\nappropriate interim orders  the parties and on\nappreciating the   issue that was\npending  to the cancellation of\nlicenselin   KAT having found that\n\nthe cancellation of licence in favour of the petitioner was without\n\n\" V.  hearing__ihirn, rightlyallowed the appeal and set~aside the order of\n\n  :BiBivEP\"~da'te\u00a7di. 31.3.2006. The KAT has no jurisdiction to declare\n\nthat thepetitioiner is not entitled to take up the construction work\n\n xuntilihe succeeds before the competent civil court about his title.\n\n ltisfor the civil court to pass appropriate orders where the civil\n\nH suits are pending between the petitioner and respondent no.4 to\n\n2-)\u00bb \"Mix\"\n..\n<\/pre>\n<p>7. The issue relating to construction of building an the property<\/p>\n<p>in question and title in the property in question was..not_fth__e* issues<\/p>\n<p>before the KAT. Therefore, the impugned  asslit, <\/p>\n<p>relates to declaring that the petitioner is_fnot entitled&#8217; to&#8221; <\/p>\n<p>construction work until he succeeds before the civil~._&lt;_0:ourt*&#039;about&#039;- 0<\/p>\n<p>his title is to be set~\u00bbaside..~ <\/p>\n<p>4.
