Justice KURIAN JOSEPH\n\n Dated :10\/11\/2008\n\n O R D E R\n                          KURIAN JOSEPH, J.\n              ----------------------------------------------\n                   W.P.(C) No.8877 of 2006\n              ----------------------------------------------\n                 Dated 10th November, 2008.\n\n                            J U D G M E N T\n<\/pre>\n<p>           The writ petition is filed mainly with the following<\/p>\n<p>prayers :-\n<\/p>\n<blockquote><p>                       (i) To call for the records leading to Exts.P2 and P4<br \/>\n          and quash the same by issuing a writ of certiorari.<\/p>\n<\/blockquote>\n<blockquote><p>                       (ii) Issue   a writ    of mandamus     directing  the<br \/>\n          respondents 3 and 4 to enquire and investigate on Ext.P3 and<br \/>\n          reasons for issuance of Exts.P2 and P4 to P10 to the petitioner.&#8221;<\/p><\/blockquote>\n<p>           In view of the decision of the Supreme Court in <a href=\"\/doc\/1836621\/\">Sakiri<\/p>\n<p>Vasu v.
