Appellant&#8217;s \u00a0 case \u00a0 is \u00a0 that \u00a0 despite \u00a0 Appellate \u00a0 Authority&#8217;s \u00a0 order \u00a0 to\u00a0<br \/>\nprovide \u00a0 him \u00a0 all \u00a0 information \u00a0 relating \u00a0 to \u00a0 his \u00a0 RTI\u00adapplication \u00a0 dated\u00a0<br \/>\n26.03.2010, \u00a0 CPIO \u00a0 provided \u00a0 to \u00a0 the \u00a0 appellant \u00a0 incomplete \u00a0 information.\u00a0<br \/>\nParts \u00a0 of \u00a0 information \u00a0 regarding \u00a0 buffer \u00a0 strips, \u00a0 culvert, \u00a0 distance \u00a0 from \u00a0 the\u00a0<br \/>\nnearest\u00a0junction\u00a0of\u00a0several\u00a0retail\u00a0outlets\/petrol\u00a0pumps\u00a0was\u00a0not\u00a0provided.\n<\/p>\n<p>3.      Respondents \u00a0 stated \u00a0that \u00a0 the \u00a0information, \u00a0 which \u00a0 was \u00a0held \u00a0 by \u00a0 the\u00a0<br \/>\npublic \u00a0 authority, \u00a0 was \u00a0 provided \u00a0 to \u00a0 the \u00a0 appellant \u00a0 in \u00a0 compliance \u00a0 with\u00a0<br \/>\nAppellate\u00a0Authority&#8217;s\u00a0order\u00a0dated\u00a010.06.2010.\u00a0The\u00a0information,\u00a0which\u00a0was\u00a0<br \/>\nnot\u00a0disclosed\u00a0to\u00a0the\u00a0appellant,\u00a0was\u00a0not\u00a0held\u00a0by\u00a0the\u00a0public\u00a0authority.\u00a0\u00a0If\u00a0this\u00a0<br \/>\ninformation\u00a0were\u00a0to\u00a0be\u00a0given,\u00a0public\u00a0authority\u00a0would\u00a0be\u00a0made\u00a0to\u00a0collect\u00a0<br \/>\nthe \u00a0 information \u00a0 from \u00a0 the \u00a0 field \u00a0 after \u00a0 physically \u00a0 inspecting \u00a0 records \u00a0 and\u00a0<\/p>\n<p>CIC_AT_A_2010_000758_M_45643.doc\u00a0<br \/>\n                                                                             Page\u00a01\u00a0of\u00a04<br \/>\n physically\u00a0verifying\u00a0assets,\u00a0in\u00a0relation\u00a0to\u00a0which\u00a0the\u00a0information\u00a0was\u00a0sought\u00a0<br \/>\n\u2015\u00a0an\u00a0act,\u00a0which\u00a0they\u00a0were\u00a0not\u00a0obligated\u00a0under\u00a0the\u00a0RTI\u00a0Act\u00a0to\u00a0perform.\n<\/p>\n<p>4.      I\u00a0am\u00a0in\u00a0agreement\u00a0with\u00a0the\u00a0CPIO\u00a0that\u00a0so\u00a0long\u00a0as\u00a0he\u00a0has\u00a0provided\u00a0to\u00a0<br \/>\nthe \u00a0 appellant \u00a0 the \u00a0 information \u00a0 as \u00a0 held \u00a0 by \u00a0 the \u00a0 public \u00a0 authority, \u00a0 he \u00a0 has\u00a0<br \/>\nsatisfied\u00a0the\u00a0requirements\u00a0both\u00a0of\u00a0Section\u00a02(f)\u00a0and\u00a0Section\u00a02(j)\u00a0of\u00a0the\u00a0RTI\u00a0<br \/>\nAct.\u00a0\u00a0The\u00a0public\u00a0authority\u00a0was\u00a0not\u00a0required\u00a0to\u00a0generate\u00a0information\u00a0for\u00a0the\u00a0<br \/>\nappellant&#8217;s\u00a0convenience.\n<\/p>\n<p>5.    This \u00a0is\u00a0covered \u00a0by \u00a0the\u00a0ratio \u00a0of\u00a0Commission&#8217;s \u00a0decision \u00a0in\u00a0 Sanjay \u00a0<br \/>\nBhaty\u00a0Vs.\u00a0Kandla\u00a0Port\u00a0Trust;\u00a0Appeal\u00a0No.\u00a0CIC\/AT\/A\/2010\/000622;\u00a0Date\u00a0of \u00a0<br \/>\nDecision:\u00a029.10.2010.\n<\/p>\n<p>6.     Appeal\u00a0fails.\u00a0Closed.\n<\/p>\n<p>Appeal\u00a0No.CIC\/AT\/A\/2010\/000759:\n<\/p>\n<p>7.    It \u00a0 is \u00a0 the \u00a0 contention \u00a0 of \u00a0 the \u00a0 appellant \u00a0 that \u00a0 despite \u00a0 Appellate\u00a0<br \/>\nAuthority&#8217;s\u00a0order\u00a0dated\u00a030.03.2010,\u00a0CPIO\u00a0did\u00a0not\u00a0provide\u00a0any\u00a0information\u00a0<br \/>\nto\u00a0him\u00a0for\u00a0the\u00a0queries\u00a0included\u00a0in\u00a0his\u00a0RTI\u00adapplication\u00a0dated\u00a015.02.2010.\n<\/p>\n<p>8.      It\u00a0was\u00a0stated\u00a0by\u00a0the\u00a0respondents\u00a0during\u00a0the\u00a0hearing\u00a0that\u00a0it\u00a0was\u00a0true\u00a0<br \/>\nthat\u00a0no\u00a0response\u00a0was \u00a0provided \u00a0to\u00a0the\u00a0appellant\u00a0following\u00a0the\u00a0Appellate\u00a0<br \/>\nAuthority&#8217;s \u00a0 order \u00a0 dated \u00a0 30.03.2010. \u00a0 This \u00a0 was \u00a0 wholly \u00a0 unintentional \u00a0 and\u00a0<br \/>\nwas\u00a0in\u00a0fact\u00a0an\u00a0error\u00a0as\u00a0CPIO\u00a0linked\u00a0the\u00a0reply\u00a0furnished\u00a0by\u00a0him\u00a0in\u00a0another\u00a0<br \/>\nappeal\u00a0(corresponding\u00a0to\u00a0appellant&#8217;s\u00a0RTI\u00adapplication\u00a0dated\u00a022.02.2010)\u00a0to\u00a0<br \/>\nthe\u00a0present\u00a0appeal\u00a0and\u00a0assumed\u00a0that\u00a0that\u00a0reply\u00a0covered\u00a0the\u00a0present\u00a0one\u00a0<br \/>\nas\u00a0well.\u00a0They\u00a0pointed\u00a0out\u00a0that\u00a0respondents\u00a0had\u00a0been\u00a0diligently\u00a0replying\u00a0to\u00a0<br \/>\nthe\u00a0appellant&#8217;s\u00a0all\u00a0RTI\u00adapplications\u00a0\u2015\u00a0and\u00a0there\u00a0were\u00a0several\u00a0\u2015\u00a0and\u00a0that\u00a0<br \/>\nerror \u00a0 occurred \u00a0 only \u00a0 in \u00a0 this \u00a0 petition, \u00a0 proves \u00a0 the \u00a0 point \u00a0 that \u00a0 this \u00a0 was\u00a0<br \/>\nexceptional\u00a0and\u00a0not\u00a0intentional.\n<\/p>\n<p>CIC_AT_A_2010_000758_M_45643.doc\u00a0<br \/>\n                                                                             Page\u00a02\u00a0of\u00a04\n<\/p>\n<p> 9.     Given\u00a0the\u00a0circumstances\u00a0of\u00a0non\u00addisclosure\u00a0of\u00a0the\u00a0information\u00a0in\u00a0this\u00a0<br \/>\npetition,\u00a0I\u00a0find\u00a0the\u00a0explanation\u00a0of\u00a0the\u00a0respondents\/CPIO\u00a0credible.\u00a0There\u00a0<br \/>\nshall\u00a0be\u00a0no\u00a0further\u00a0proceedings\u00a0in\u00a0this\u00a0matter.\n<\/p>\n<p>10. I \u00a0 have \u00a0 perused \u00a0 the \u00a0 RTI\u00adapplication \u00a0 of \u00a0 the \u00a0 appellant \u00a0 dated\u00a0<br \/>\n15.02.2010.\u00a0It\u00a0is\u00a0noticeable\u00a0that\u00a0the\u00a010\u00a0queries,\u00a0which\u00a0are\u00a0included\u00a0in\u00a0this\u00a0<br \/>\npetition, \u00a0 cover \u00a0 a \u00a0 diverse \u00a0 range \u00a0 of \u00a0 information \u00a0 such \u00a0 as \u00a0 details \u00a0 of \u00a0 the\u00a0<br \/>\nprojects \u00a0 completed \u00a0 in \u00a0 Gurgaon, \u00a0 particulars \u00a0 of \u00a0 private \u00a0 vehicles \u00a0 hired,\u00a0<br \/>\nexpenditure \u00a0 on \u00a0 security, \u00a0 housekeeping, \u00a0 stores, \u00a0 petty \u00a0 office\u00adworks,\u00a0<br \/>\nfurniture \u00a0 and \u00a0 fittings, \u00a0 water\u00adsupply, \u00a0 annual \u00a0 maintenance, \u00a0 repair \u00a0 of\u00a0<br \/>\ncomputers,\u00a0repair,\u00a0upkeep\u00a0and\u00a0maintenance\u00a0of\u00a0furniture,\u00a0serving\u00a0of\u00a0tea,\u00a0<br \/>\ncoffee, \u00a0 snacks, \u00a0 among \u00a0 others. \u00a0 Commission \u00a0 has \u00a0 held \u00a0 in \u00a0 its \u00a0 decision \u00a0 in\u00a0<br \/>\nRajendra \u00a0 Singh \u00a0 Vs. \u00a0 CBI; \u00a0 Appeal \u00a0 No. \u00a0 CIC\/WB\/C\/2007\/00967; \u00a0 Date \u00a0 of \u00a0<br \/>\nDecision:\u00a019.06.2009\u00a0that\u00a0RTI\u00a0Act\u00a0did\u00a0not\u00a0authorize\u00a0an\u00a0applicant\u00a0to\u00a0add\u00a0in\u00a0<br \/>\nthe \u00a0 same \u00a0 petition \u00a0 queries \u00a0 on \u00a0 multiple \u00a0 issues \u00a0 and \u00a0 subjects. \u00a0 One\u00a0<br \/>\napplication \u00a0 should \u00a0 contain \u00a0 either \u00a0 one \u00a0 query \u00a0 or \u00a0 query \u00a0 in \u00a0 regard \u00a0 to \u00a0 one\u00a0<br \/>\ncategory\u00a0of\u00a0subject.\n<\/p>\n<p>11. Given \u00a0 the \u00a0 ratio \u00a0 of \u00a0 the \u00a0 above \u00a0 order \u00a0 of \u00a0 the \u00a0 Commission, \u00a0 despite\u00a0<br \/>\nAppellate\u00a0Authority&#8217;s\u00a0order\u00a0for\u00a0disclosure\u00a0of\u00a0the\u00a0information,\u00a0it\u00a0is\u00a0my\u00a0view\u00a0<br \/>\nthat\u00a0this\u00a0petition\u00a0cannot\u00a0be\u00a0allowed.\n<\/p>\n<p>12. However, \u00a0respondents \u00a0are \u00a0willing \u00a0to\u00a0provide \u00a0to\u00a0the \u00a0appellant \u00a0the\u00a0<br \/>\ninformation \u00a0 as \u00a0 requested \u00a0 by \u00a0 him. \u00a0 Given \u00a0 the \u00a0 type \u00a0 of \u00a0 queries, \u00a0 the \u00a0 best\u00a0<br \/>\ncourse\u00a0of\u00a0disclosure\u00a0of\u00a0information\u00a0would\u00a0be\u00a0to\u00a0allow\u00a0him\u00a0to\u00a0inspect\u00a0the\u00a0<br \/>\nrecords\u00a0and\u00a0documents\u00a0held\u00a0in\u00a0regard\u00a0to\u00a0his\u00a0several\u00a0queries.\n<\/p>\n<p>13. It\u00a0is\u00a0accordingly\u00a0directed\u00a0that\u00a0on\u00a0a\u00a0day\u00a0and\u00a0time\u00a0to\u00a0be\u00a0intimated\u00a0to\u00a0<br \/>\nthe \u00a0 appellant \u00a0 within \u00a0 three \u00a0 weeks, \u00a0 he \u00a0 shall \u00a0 be \u00a0 allowed \u00a0 to \u00a0 inspect \u00a0 the\u00a0<br \/>\ndocuments \u00a0 and \u00a0 records \u00a0 as \u00a0 held \u00a0 by \u00a0 the \u00a0 public \u00a0 authority \u00a0 in \u00a0 relation \u00a0 to\u00a0<br \/>\nappellant&#8217;s\u00a0queries,\u00a0from\u00a0which\u00a0he\u00a0shall\u00a0be\u00a0allowed\u00a0to\u00a0take\u00a0such\u00a0copies\u00a0as\u00a0<br \/>\nhe \u00a0 may \u00a0 choose. \u00a0 In \u00a0 view \u00a0 of \u00a0 the \u00a0 fact \u00a0 that \u00a0 there \u00a0 have \u00a0 been \u00a0 delays \u00a0 in\u00a0<\/p>\n<p>CIC_AT_A_2010_000758_M_45643.doc\u00a0<br \/>\n                                                                             Page\u00a03\u00a0of\u00a04<br \/>\n providing\u00a0him\u00a0the\u00a0information,\u00a0the\u00a0copies\u00a0of\u00a0the\u00a0documents \u00a0selected\u00a0by\u00a0<br \/>\nhim\u00a0shall\u00a0be\u00a0provided\u00a0to\u00a0him\u00a0free\u00a0of\u00a0charge.\n<\/p>\n<p>14.   Appeal\u00a0accordingly\u00a0decided.\n<\/p>\n<p>Appeal\u00a0No.CIC\/AT\/A\/2010\/000760:\n<\/p>\n<p>15. According\u00a0to\u00a0this\u00a0second\u00adappeal\u00a0petition\u00a0of\u00a0the\u00a0appellant,\u00a0despite\u00a0<br \/>\nAppellate \u00a0Authority&#8217;s \u00a0order\u00a0dated\u00a022.03.2010, \u00a0no\u00a0information \u00a0relating\u00a0to\u00a0<br \/>\nappellant&#8217;s\u00a0RTI\u00adapplication\u00a0dated\u00a022.02.2010\u00a0has\u00a0been\u00a0provided\u00a0to\u00a0him\u00a0by\u00a0<br \/>\nCPIO.\n<\/p>\n<p>16. It\u00a0was\u00a0pointed\u00a0out\u00a0during\u00a0the\u00a0hearing\u00a0that\u00a0CPIO\u00a0had\u00a0complied\u00a0with\u00a0<br \/>\nAppellate \u00a0Authority&#8217;s \u00a0order\u00a0dated\u00a022.03.2010 \u00a0and\u00a0communication \u00a0dated\u00a0<br \/>\n23.04.2010\u00a0was\u00a0sent\u00a0to\u00a0the\u00a0appellant\u00a0by\u00a0him\u00a0covering\u00a0the\u00a0entire\u00a0range\u00a0of\u00a0<br \/>\nthe\u00a0queries\u00a0in\u00a0the\u00a0RTI\u00adapplication.\n<\/p>\n<p>17.
