Justice K.T.SANKARAN\n\n Dated :22\/12\/2010\n\n O R D E R\n                      K.T.SANKARAN, J.\n           ---------------------------------------------\n               W.P.(C).No.37045 of 2010 E\n           ---------------------------------------------\n         Dated this the 22nd day of December, 2010\n\n\n\n\n                        JUDGMENT\n<\/pre>\n<p>     The petitioner is the Manager of KSB School,<\/p>\n<p>Karippode, Palakkad.         According to him, during the<\/p>\n<p>academic year 2006-2007, a vacancy of Full Time Sanskrit<\/p>\n<p>Teacher arose on the retirement of one Mrs.Thylambal. It is<\/p>\n<p>stated that Thylambal was working as Full Time Sanskrit<\/p>\n<p>Teacher on the basis of Group C diversion. The petitioner<\/p>\n<p>appointed Sheebamol as Full Time Sanskrit Teacher in the<\/p>\n<p>vacancy of Thylambal. The Assistant Educational Officer<\/p>\n<p>approved the appointment of Sheebamol only as a Part Time<\/p>\n<p>Sanskrit Teacher.     Challenging that order, the petitioner<\/p>\n<p>filed appeal before the Deputy Director of Education, who<\/p>\n<p>dismissed the appeal as per Exhibit P3 order dated<\/p>\n<p>30.3.2007.   On further appeal to the Director of Public<\/p>\n<p>Instruction by the Manager, that appeal was also dismissed<\/p>\n<p><span class=\"hidden_text\">WPC No.37045\/2010                 2<\/span><\/p>\n<p>as per Exhibit P4 order dated 18.3.2008.             The petitioner<\/p>\n<p>challenged Exhibit P4 order in Exhibit P5 revision before the<\/p>\n<p>Government under Rule 92 of Chapter XIV A of the Kerala<\/p>\n<p>Education Rules. Exhibit P5 is pending disposal.<\/p>\n<p>      2.   Though several reliefs are claimed in the Writ<\/p>\n<p>Petition, the learned counsel for the petitioner submitted that<\/p>\n<p>for the time being, it is sufficient if a direction is issued to the<\/p>\n<p>first respondent to dispose of Exhibit P5 revision at the<\/p>\n<p>earliest.\n<\/p>\n<\/p>\n<p>      3.   Heard the learned counsel for the petitioner and the<\/p>\n<p>learned Government Pleader.\n<\/p>\n<\/p>\n<p>      In the facts and circumstances of the case, the Writ<\/p>\n<p>Petition is disposed of as follows :\n<\/p>\n<\/p>\n<p>      The first respondent shall consider and dispose of<\/p>\n<p><span class=\"hidden_text\">WPC No.37045\/2010               3<\/span><\/p>\n<p>Exhibit P5 revision dated 10th July 2009, submitted by the<\/p>\n<p>petitioner, as expeditiously as possible,     and at any rate,<\/p>\n<p>within a period of three months from the date of receipt of a<\/p>\n<p>copy of the judgment, after affording an opportunity of being<\/p>\n<p>heard to the petitioner and the teacher appointed by him,<\/p>\n<p>namely, Sheebamol.
