Justice M.C.HARI RANI\n\n Dated :27\/10\/2010\n\n O R D E R\n            K.M.JOSEPH &amp; M.C.HARI RANI, JJ.\n                     * * * * * * * * * * * * *\n                      W.P.C.No.29382 of 2010\n                    ----------------------------------------\n             Dated this the 27th day of October 2010\n\n                            J U D G M E N T\n<\/pre>\n<p>K.M.JOSEPH,J<\/p>\n<p>      The petitioners have approached this Court seeking the<\/p>\n<p>following reliefs:\n<\/p>\n<blockquote><p>           i)    issue a writ of mandamus, any other writ,<\/p>\n<p>           order or direction, directing the 1st respondent<\/p>\n<p>           to afford adequate and appropriate police aid<\/p>\n<p>           and protection to the life and limb of this<\/p>\n<p>           petitioner,      against         the       criminalities of<\/p>\n<p>           respondents 2 to 7 and their men.\n<\/p><\/blockquote>\n<blockquote><p>           ii)   issue a writ of mandamus, any other writ,<\/p>\n<p>           order or direction, directing the 1st respondent<\/p>\n<p>           to ensure a decent living to the petitioner, free<\/p>\n<p>           from all sorts of threats and inducements.<\/p>\n<\/blockquote>\n<blockquote><p>      2.  Briefly put, the case of the petitioners is as follows:<\/p><\/blockquote>\n<p>      3.  The petitioners are residing in Maradu Grama<\/p>\n<p>Panchayath. Respondents 3 to 7 are the self claimed leaders of a<\/p>\n<p>&#8216;Mosque Road Vikasana Samithi&#8217;.                 In brief, the case of the<\/p>\n<p>petitioners is that the party respondents are, in the attempt to<\/p>\n<p>widen the existing road, pressurising the petitioners to sign the<\/p>\n<p><span class=\"hidden_text\">W.P.C.No.29382 of 2010             2<\/span><\/p>\n<p>consent letter for surrendering their land according to the terms<\/p>\n<p>acceptable to the respondents. There is reference to an assault<\/p>\n<p>on 09\/09\/2010.        The respondents have filed counter affidavit<\/p>\n<p>producing various documents of which Exts.R5(A) is the sketch<\/p>\n<p>and R5(G) purports to be the decision of the Maradu Grama<\/p>\n<p>Panchayath.       It is their case that except the petitioners, the<\/p>\n<p>others have surrendered their land. At any rate, the learned<\/p>\n<p>counsel for the party respondents would submit that they have<\/p>\n<p>never threatened the petitioners nor do they intend to threaten<\/p>\n<p>the petitioners. It is also stated that the Panchayat has initiated<\/p>\n<p>steps to acquire the remaining land necessary for widening the<\/p>\n<p>road.\n<\/p>\n<p>      4.
