IVth battalion as Police Constable in 1986.<\/p>\n<p>He was promoted as Havildar in October 1988. It is stated that he made a<\/p>\n<p>request for promotion with effect from the date of occurrence of the<\/p>\n<p>vacancy. That claim was rejected by Ext.P2 order. Against the said order, he<\/p>\n<p>filed Ext.P3 appeal before the first respondent. According to him, the appeal<\/p>\n<p>was filed as early as on 16-6-2007 and that orders have not been passed so<\/p>\n<p>far. It is complaining of delay in the disposal of the appeal, this writ petition<\/p>\n<p>is filed.\n<\/p>\n<p>          2.
