Justice M.SASIDHARAN NAMBIAR\n\n Dated :10\/12\/2009\n\n O R D E R\n              M.SASIDHARAN NAMBIAR,J.\n            ===========================\n            W.P.(C).No. 32777      OF 2009\n            ===========================\n\n    Dated this the 10th day of December,2009\n\n                       JUDGMENT\n<\/pre>\n<p>    This petition is filed under Article 226 of the<\/p>\n<p>Constitution of India for a writ of mandamus or a<\/p>\n<p>direction to the second respondent to issue      police<\/p>\n<p>clearance certificate to the petitioner contending that<\/p>\n<p>he is an air condition technician and was working as an<\/p>\n<p>air condition technician at Kuwait during 1999 to 2007<\/p>\n<p>and in 2007 he returned back and since then he is<\/p>\n<p>residing along with his family and though    petitioner<\/p>\n<p>applied for emigration clearance      and he required<\/p>\n<p>police clearance certificate,   police has not issued<\/p>\n<p>the  clearance  certificate  and  therefore   necessary<\/p>\n<p>instructions is to be issued.\n<\/p>\n<p>    2.   Learned Government pleader submitted that no<\/p>\n<p>application is received from the petitioner so far.<\/p>\n<p>The petition does not show that any such request was<\/p>\n<p>made by the petitioner.
