THE HEAD SECTIONAL OFFICER, DIRECT RECRUIT SECTION\n                   B.P.S.C. 15-BAILEY ROAD, PATNA---RESPONDENTS\n                              -----------\n<\/pre>\n<p>                   For the Petitioner: Mr.K.N.Jha, Advocate<br \/>\n                   For B.P.S.C.:       Mr. P.N.Shahi, Advocate &amp;<br \/>\n                                       Mr. Sanjay Pandey, Advocate<br \/>\n                   For the State:      Mr. D.K.Prasad, G.P.7\n<\/p>\n<p>                              &#8212;&#8212;&#8212;&#8211;\n<\/p>\n<p>3   1.7.2011                   Heard learned counsel for the parties.<\/p>\n<p>                               It is yet another writ application by disgruntled<\/p>\n<p>               candidate who did not make it to the selection list prepared by the<\/p>\n<p>               Bihar Public Service Commission for appointment on the post of<\/p>\n<p>               Principal and Vice Principal in the Industrial Training Institutes,<\/p>\n<p>               Bihar.\n<\/p>\n<p>                               According to petitioner he has the marks and he<\/p>\n<p>               has the experience for being invited for interview but the<\/p>\n<p>               respondent authority had played with his career or his future.<\/p>\n<p>                               Counter affidavit on behalf of the BPSC has been<\/p>\n<p>               filed. Besides denying other assertions the status of the petitioner<\/p>\n<p>               has been stated in detail in paragraph-13. According to statement<\/p>\n<p>               made therein the petitioner was considered under the general<\/p>\n<p>               category. He has 63.08% marks in B.E. (Electronics). He has<\/p>\n<p>               annexed certain certificates showing experience but those<\/p>\n<p>               experience do not seem to be inconformity with the advertisement<br \/>\n<span class=\"hidden_text\">                                  -2-<\/span><\/p>\n<p>      as the experience relates to some kind of teaching done by the<\/p>\n<p>      petitioner in a coaching as well as some training in I.C.I.C.I Bank.<\/p>\n<p>      None of them can be termed to be experience of supervisory kind<\/p>\n<p>      in a factory for more than a year.\n<\/p>\n<p>                          The second statement is that marks for the general<\/p>\n<p>      category candidates stopped at 70.58%. There is big gap between<\/p>\n<p>      the percentages of marks which the petitioner has vis-a-vis the last<\/p>\n<p>      candidate who got in from the general category.
