Justice KURIAN JOSEPH\n\n Dated :04\/07\/2008\n\n O R D E R\n                          KURIAN JOSEPH, J.\n               ---------------------------------------\n                   W.P.(C) No.10964 OF 2006\n               ---------------------------------------\n              Dated this the 4th day of July, 2008.\n\n\n                           J U D G M E N T\n<\/pre>\n<p>      This writ petition is filed with the following prayers:<\/p>\n<p>      i)   To declare that the respondents are duty bound to issue<\/p>\n<p>           N.C.V.T certificates to the 10 candidates who appeared<\/p>\n<p>           and successfully cleared the trade test held in July 1997.<\/p>\n<p>      ii)  To issue a writ of mandamus or any other appropriate<\/p>\n<p>           writ, order or direction directing 1st and 2nd respondents<\/p>\n<p>           to issue N.C.V.T certificates to the 10 trainees who had<\/p>\n<p>           appeared and successfully cleared the trade test held in<\/p>\n<p>           July 1997.\n<\/p>\n<p>An identical issue was considered by this Court leading to<\/p>\n<p>judgment dated 23.12.2005 in W.P.(C) No.32835\/2003.
