set up, the three organs &#8211; Executive, Legislature and Judiciary &#8211; have their respective spheres of jurisdiction. None of us who are here in the Legislature should do or say anything which might create a conflict with the other. What is needed is harmony among the different organs.\n<\/p>\n<p>\tSince the matter is pending before the Supreme Court, I do not know what judgment we can pass here. In any event, whatever we may say here would not be binding on the Supreme Court. Apart from that, the matter which has now been referred to the larger Constitutional Bench of the Supreme Court is a matter which vitally concerns the future of parliamentary democracy in this country. There have been very many comments &#8211; I would not say anything else &#8211; on the earlier judgments and the Supreme Court itself has thought it fit to admit a request to reconsider it.\n<\/p>\n<p>\tIt has been said just now that giving is wrong, taking is not wrong. If that is the law of this country when we are expressing concern about corruption in our body politic and when we are talking of criminalisation of politics, I am sure, the endeavour of every Member of this House is to weed out such things and such cancerous growth in our body politic. Therefore, if the highest judicial authority is discussing such an important matter, nothing should be said which might create an unnecessary misapprehension or confrontation or conflict.\n<\/p>\n<p>\tI agree with Shri Madhavrao Scindia that some in-built mechanism should be there. We have been hearing of Lok Pal and of so many things. Ethics Committee may be another. There should be a constant endeavour to remove the deficiencies and defects from us. Therefore, I feel this is a matter on which we should not pass judgment at this moment. Let us hope that such a decision will come that will be acceptable to all and that will help the maintenance of the purity and probity of our national political life. This is more important. I am sure, all Members are of the same view. We may have different ideas about how to achieve it.\n<\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=MR.%20DEPUTY-SPEAKER\">MR.
