Petitioner claims to be President of the<\/p>\n<p>Parents Teachers Association of Govt. Higher Secondary<\/p>\n<p>School, Anchalummoodu in Kollam District. Grievance<\/p>\n<p>of the petitioner is that the 4th respondent who is the<\/p>\n<p>Principal of the Higher Secondary                School had<\/p>\n<p>constituted a parallel PTA in the very same school.<\/p>\n<p>According to the petitioner, there can only be one PTA<\/p>\n<p>including Higher Secondary section.               Hence the<\/p>\n<p>petitioner is seeking declaration to the effect that the<\/p>\n<p>Principal has no authority to constitute a separate PTA.<\/p>\n<p>     2.     It is brought to my notice that the PTA in the<\/p>\n<p>schools are constituted on the basis of instruction given<\/p>\n<p>under Ext.P1, issued by the Director of Public<\/p>\n<p>Instructions. It is noticed from Ext.P1 that the term of<\/p>\n<p>office of the Parent Teachers Committee will be the<\/p>\n<p>W.P.(C).21836\/04            -2-\n<\/p>\n<p>academic year concerned. The dispute in question pertains<\/p>\n<p>to the year 2004. The PTA might have been re-constituted<\/p>\n<p>on every year, after 2004. Therefore I am of the opinion<\/p>\n<p>that the grievance voiced in the writ petition no more<\/p>\n<p>survives for consideration.\n<\/p>\n<p>      3.    Under the above circumstances the writ petition<\/p>\n<p>has become infructuous.
