Hence,       he    is<\/p>\n<p>          granted liberty to file a complaint before the<\/p>\n<p>          Appellate Authority in the matter within four<\/p>\n<p>          weeks from today. If he does so, the Appellate<\/p>\n<p>          Authority shall issue notice to the concerned<\/p>\n<p>          parties,    call       for   the   original       records      and<\/p>\n<p>          shall decide the matter, preferably within the<\/p>\n<p>          time limit fixed in the Rules for disposal of<\/p>\n<p>          such complaints.\n<\/p>\n<p>                     The writ application is disposed of<\/p>\n<p>          with     the       aforesaid             observations          and<\/p>\n<p>          directions.\n<\/p>\n<\/p>\n<pre>Arvind\/                          ( J.N.
