No.8868\/2010-G\n                ~~~~~~~~~~~~~~~~~~~~~~~~~~~\n            Dated this the 19th day of March, 2010\n\n                      J U D G M E N T\n<\/pre>\n<p>    The petitioner herein is constructing a residential<\/p>\n<p>house in her property for which, river sand is required.<\/p>\n<p>The first respondent has issued a pass as per Ext.P1 for 16<\/p>\n<p>tons of sand from Pallam Nambram kadavu of the third<\/p>\n<p>respondent-Panchayat.  As per Ext.P1, the dates for lifting<\/p>\n<p>sand are 26\/03\/2010 and 27\/03\/2010.   It is the case of the<\/p>\n<p>petitioner that as per Ext.P2, directions are given to the<\/p>\n<p>Panchayats  by  the  District  Collector  to  register  the<\/p>\n<p>lorries  in  the  respective  Panchayats  for  loading  and<\/p>\n<p>transportation of sand and that only registered lorries<\/p>\n<p>will be permitted to transport sand.  Challenging the same,<\/p>\n<p>this writ petition has been filed.\n<\/p>\n<p>    2.   The   petitioner&#8217;s  case  is  that  the  Panchayat<\/p>\n<p>officials have registered a few lorries of their choice and<\/p>\n<p>these lorries demand huge amount for transportation, which<\/p>\n<p>persons like the petitioner cannot afford.<\/p>\n<p>    3.   Heard  the  learned   Government Pleader  for  the<\/p>\n<p>respondents  also.    In  I.A.No.4165\/2010, the  petitioner<\/p>\n<p>seeks for a direction to transport sand as per Ext.P1 in<\/p>\n<p>lorry bearing registration No.KL-08-M-3155.  There will be<\/p>\n<p>a direction to the respondents to allow the petitioner to<\/p>\n<p>W.P.(C). No.8868\/2010<br \/>\n<span class=\"hidden_text\">                            -:2:-<\/span><\/p>\n<p>transport sand in the lorry bearing registration No.KL-08-<\/p>\n<p>M-3155 in terms of the pass Ext.P1.      Time for transport<\/p>\n<p>will also be specified.\n<\/p>\n<p>     The writ petition is disposed of as above. No costs.<\/p>\n<p>                         (T.R.
