DENESAN, J.\n\n\n\n                = = = = = = = = = = = = = = =\n\n                 W.P.(C) No.31493 OF 2006 Y\n\n                = = = = = = = = = = = = = = =\n\n\n\n              Dated this the 14th December, 2006\n\n\n\n                         J U D G M E N T\n<\/pre>\n<p>     The main prayer made in this writ petition against<\/p>\n<p>the respondent-Water Authority is that vacancy shall be<\/p>\n<p>reported   by   the   Authority   for   direct   recruitment   of<\/p>\n<p>last grade servants from the rank list published by the<\/p>\n<p>Public   Service   Commission.     The   P.S.C.   has   to   advise<\/p>\n<p>candidates from the list prepared by it for appointment<\/p>\n<p>of last grade servants in various departments under the<\/p>\n<p>Government   or   from   the   list   published   by   it     for<\/p>\n<p>appointment   of   last   grade   servants   in   the   Boards,<\/p>\n<p>Companies,   Authorities,   etc.   under   the   Government,   as<\/p>\n<p>notified.     The   Water   Authority   cannot   abdicate   its<\/p>\n<p>functions   by   not   reporting   the   vacancies   to   the<\/p>\n<p>P.S.C, properly.\n<\/p>\n<p>     2.   The   pleadings   in   the   writ   petition   do   not<\/p>\n<p>clearly   furnish   the   exact   number   of   vacancies   of   last<\/p>\n<p>grade servants as sanctioned by the competent authority<\/p>\n<p>and   reportable   to   the   P.S.C.   for   direct   recruitment.\n<\/p>\n<p>However,   the   respondent-Authority   shall   assess   the<\/p>\n<p>number   of   vacancies   to   be   reported   to   the   P.S.C.   and<\/p>\n<p><span class=\"hidden_text\">WPC No.31493 \/2006            -2-<\/span><\/p>\n<p>appropriate   measures   taken,   as   expeditiously   as<\/p>\n<p>possible.  Vacancies thus assessed and found reportable<\/p>\n<p>shall be reported to the P.S.C. for appointment of last<\/p>\n<p>grade servants under the  Authority within two weeks on<\/p>\n<p>the   petitioner  producing  a  copy  of  the  judgment  before<\/p>\n<p>the   respondent-Authority.            The   P.S.C.   shall   take<\/p>\n<p>appropriate   action   as   ordained   by   the   rules   and<\/p>\n<p>regulations on the subject.\n<\/p>\n<p>                                                 K.K.
