The Appellant filed an RTI application with the All India Institute of<br \/>\n     Medical Sciences on 29.5.07 seeking information related to standing<br \/>\n     orders\/instructions\/recruitment    rules    for   the    post   of   Assistant<br \/>\n     Professors    at AIIMS.   The CPIO, in his reply of 2.7.07, directed the<br \/>\n     Appellant to deposit fee for photocopying of documents and provided<br \/>\n     some information on 20.7.07. The           Appellant preferred an appeal<br \/>\n     before the FAA, AIIMS on 16.8.07, expressing his dissatisfaction with<br \/>\n     the information provided while stating that he had specifically asked<br \/>\n     for information related to Assistant Professors.. He also stated that<br \/>\n     he required certified copies of the information. The FAA remanded the<br \/>\n     appeal back to the CPIO on 20.8.07 suggesting that a para wise brief<br \/>\n     rejoinder be sent     to the Appellant within five working days. In<br \/>\n     response, the CPIO informed the Appellant that additional information<br \/>\n     was being collected vide letter dated 5.10.07.          The information was<br \/>\n     sent on      15.10.07 as also a final reply on 6.11.07. However, the<br \/>\n      Appellant remained dissatisfied and appealed against the CPIO to the<br \/>\n     CIC on 9.1.08.\n<\/p>\n<p>  2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard<br \/>\n     the matter on October 8, 2008.\n<\/p>\n<p>  3. The appellant was present at the hearing<\/p>\n<p>  4. Mr. Attar Singh, CPIO &amp; CAO, and Mr. Surjeet Sngh, CDC represented<br \/>\n     the Public Authority.\n<\/p>\n<p>Decision<\/p>\n<p>  5. The Respondents submitted that the rules and regulations of Govt.<br \/>\n     of India    had been applied for Asstt. Professors recruited between<br \/>\n     January 1990 and December 1996, and also for permitting exemption<br \/>\n     of fresh medical examination to candidates appointed on a regular<br \/>\n     basis. They stated that these Govt. rules have already been provided<br \/>\n     to the Appellant.       The Commission observed that information with<br \/>\n     regard to remaining points have also been provided vide letter dated<br \/>\n     20.8.07 from the CPIO. The Appellant admitted that he received the<br \/>\n     information. However, his grievance was that it was not certified by<br \/>\n     the Institute.\n<\/p>\n<p>  6. The Commission directs the CPIO to provide:\n<\/p>\n<p>     i)         Certified copies of all rules and regulations sought for in the<br \/>\n                RTI   application,    with   reference   to    Asstt,    Professors<br \/>\n                recruited\/appointed    during   the   period   January    1990   to<br \/>\n                December 1996.\n<\/p>\n<p>     ii)        Certified copies of the composition of Medical Boards during<br \/>\n                from January 1990 to Dec. 1996 for different categories of<br \/>\n                appointments      as given in RTI application while clarifying<br \/>\n               whether there are different Medical Boards for conducting the<br \/>\n               Medicals.\n<\/p>\n<p>7.
