This was done not clandestinely but with the full knowledge of the Administration. Now, while the Administration has promised to make necessary amendments in the building by-laws, it has, on the other hand, issued notices threatening resumption, etc., on a massive scale causing widespread harassment to the genuine occupants numbering at least one-fourth of the total population.
