RADHAKRISHNAN, J.\n\n  = = = = = = = = = = = = = = = = = = = = = = = =\n\n            W.P.(C).No.30144 of 2008-L\n\n  = = = = = = = = = = = = = = = = = = = = = = = =\n\n     Dated this the 28th day of November, 2008.\n\n                     JUDGMENT\n<\/pre>\n<p>1.The petitioner, the President of the committee of<\/p>\n<p> a co-operative bank challenges Ext.P2 decision,<\/p>\n<p> whereby   the  respondent   Joint   Registrar  has<\/p>\n<p> interdicted   the   bank   from   conducting   any<\/p>\n<p> selection and appointment to the category of<\/p>\n<p> Peons and Attenders.\n<\/p>\n<\/p>\n<p>2.The last sentence of Ext.P2 appears to give the<\/p>\n<p> impression that it is an interlocutory order. But<\/p>\n<p> the learned Government Pleader submits that it is<\/p>\n<p> essentially a final order and all that is meant<\/p>\n<p> is only that it is not a restraint for all times<\/p>\n<p> to come. This means that the Joint Registrar had<\/p>\n<p> finally concluded against the bank that it cannot<\/p>\n<p> conduct the selection and appointment pursuant to<\/p>\n<p> Ext.P1 notification.\n<\/p>\n<p><span class=\"hidden_text\">WP(C)30144\/08          -: 2 :-<\/span><\/p>\n<p>3.Admittedly,   Ext.P2 has     been issued without<\/p>\n<p> hearing the bank.\n<\/p>\n<\/p>\n<p>4.Following the interim orders, selection has been<\/p>\n<p> made and it is     stated that a ranked list has<\/p>\n<p> been prepared, however that, by the force of<\/p>\n<p> those interim orders, no appointments have been<\/p>\n<p> made.\n<\/p>\n<p> Under such circumstances, this writ petition is<\/p>\n<p> allowed quashing Ext.P2 and directing that the<\/p>\n<p> objections of the petitioner to Ext.P2, shall be<\/p>\n<p> considered    treating   Ext.P2   as  a  tentative<\/p>\n<p> decision and final orders will be issued within<\/p>\n<p> three weeks from the date of receipt of a copy<\/p>\n<p> of this judgment.    Until then, no appointments<\/p>\n<p> shall      be made  pursuant    to  the  selection<\/p>\n<p> conducted on the basis of the interim orders.<\/p>\n<p> The petitioner will make appearance before the<\/p>\n<p> Joint Registrar on the 3rd December, 2008.<\/p>\n<p>                      THOTTATHIL B.
