5.      \u00a0The\u00a0Respondent\u00a0submitted\u00a0that\u00a0during\u00a0the\u00a0process\u00a0of\u00a0regularisation\u00a0of\u00a0casual\u00a0artists\u00a0as\u00a0per\u00a0the\u00a0said\u00a0<\/p>\n
        eligibility\u00a0list\u00a0,\u00a0it\u00a0was\u00a0noted\u00a0that\u00a0there\u00a0was\u00a0some\u00a0over\u00adwriting\u00a0on\u00a0one\u00a0of\u00a0the\u00a0certificates\u00a0produced\u00a0by\u00a0the\u00a0<\/p>\n
        Complainant.\u00a0\u00a0It\u00a0was\u00a0decided\u00a0to\u00a0verify\u00a0the\u00a0certificate\u00a0from\u00a0the\u00a0Abinay\u00a0Theatre\u00a0Society,\u00a0who\u00a0on\u00a031.7.03\u00a0<\/p>\n

\n        requested\u00a0to\u00a0take\u00a0up\u00a0the\u00a0case\u00a0of\u00a0the\u00a0Appellant\u00a0and\u00a0re\u00adexamine\u00a0it\u00a0as\u00a0far\u00a0as\u00a0his\u00a0\u00a0eligibility\u00a0\u00a0is\u00a0concerned\u00a0<\/p>\n

       the\u00a0DD\u00a0Kendra\u00a0in\u00a0the\u00a0light\u00a0of\u00a0the\u00a0observations\u00a0made\u00a0by\u00a0the\u00a0DD\u00a0Kendra\u00a0for\u00a0the\u00a0regularization\u00a0of\u00a0the\u00a0<\/p>\n
       Complainant\u00a0 \u00a0in\u00a0the\u00a0cadre\u00a0of\u00a0Floor\u00a0Assistant.\u00a0The\u00a0Respondent\u00a0further\u00a0added\u00a0that\u00a0the\u00a0letter\u00a0dated\u00a0<\/p>\n
       22.9.03\u00a0to\u00a0the\u00a0DG:\u00a0Doordarshan\u00a0was\u00a0followed\u00a0by\u00a0another\u00a0letter\u00a0dated\u00a030.9.03\u00a0informing\u00a0him\u00a0\u00a0that\u00a0the\u00a0<\/p>\n
       Complainant\u00a0 has\u00a0 worked\u00a0 as\u00a0 casual\u00a0floor\u00a0assistant\u00a0in\u00a0their\u00a0firm\u00a0(Abhinay\u00a0Theatre\u00a0Society)\u00a0 \u00a0w.e.f.\u00a0<\/p>\n
       December\u00a01979\u00a0till\u00a0July\u00a01986\u00a0and\u00a0that\u00a0the\u00a0Abinay\u00a0Theatre\u00a0Society\u00a0is\u00a0now\u00a0closed\u00a0and\u00a0has\u00a0not\u00a0been\u00a0<\/p>\n
       existence\u00a0since\u00a0July\u00a01995.\u00a0 \u00a0He\u00a0requested\u00a0the\u00a0DG\u00a0once\u00a0again\u00a0to\u00a0look\u00a0to\u00a0the\u00a0matter\u00a0and\u00a0to\u00a0take\u00a0a\u00a0<\/p>\n
       decision\u00a0with\u00a0regard\u00a0the\u00a0Complainant’s\u00a0regularization\u00a0in\u00a0service.\u00a0\u00a0However,\u00a0no\u00a0response\u00a0till\u00a0date\u00a0has\u00a0<\/p>\n
       been\u00a0received\u00a0from\u00a0DG:\u00a0Doordarshan\u00a0,\u00a0Prasar\u00a0Bharati.\n<\/p>\n<\/p>\n
6.     The\u00a0Commission\u00a0on\u00a0perusal\u00a0of\u00a0the\u00a0submissions\u00a0on\u00a0record\u00a0and\u00a0after\u00a0hearing\u00a0the\u00a0Respondent\u00a0and\u00a0<\/p>\n
       while\u00a0noting\u00a0that\u00a0available\u00a0information\u00a0has\u00a0already\u00a0been\u00a0provided\u00a0to\u00a0the\u00a0Complainant\u00a0,\u00a0\u00a0is\u00a0troubled\u00a0by\u00a0<\/p>\n
       the\u00a0fact\u00a0that\u00a0despite\u00a0verification\u00a0of\u00a0the\u00a0said\u00a0\u00a0certificate\u00a0by\u00a0the\u00a0Abhinay\u00a0Theatre\u00a0Society,\u00a0\u00a0and\u00a0for\u00a0no\u00a0<\/p>\n
       fault \u00a0 of \u00a0 his \u00a0 the \u00a0 Complainant \u00a0 has\u00a0 been\u00a0 made \u00a0 to \u00a0 suffer \u00a0 by \u00a0 the\u00a0 inaction\u00a0 on\u00a0 the \u00a0 part \u00a0 of \u00a0 \u00a0 the \u00a0 DG:\u00a0<\/p>\n
       Doordarshan\u00a0\u00a0with\u00a0regard\u00a0to\u00a0\u00a0regularisation\u00a0of\u00a0the\u00a0Complainant’s\u00a0service\u00a0\u00a0since\u00a031.7.\u00a02003,\u00a0the\u00a0date\u00a0<\/p>\n
       on\u00a0which\u00a0the\u00a0certificate\u00a0had\u00a0been\u00a0verified\u00a0by\u00a0the\u00a0Abhinay\u00a0Theatre\u00a0Society.\u00a0The\u00a0\u00a0DG:\u00a0Doordarshan\u00a0is\u00a0<\/p>\n
       therefore\u00a0held\u00a0responsible\u00a0by\u00a0the\u00a0Commission\u00a0 \u00a0for\u00a0the\u00a0mental\u00a0 \u00a0harassment\u00a0which\u00a0the\u00a0Complainant\u00a0<\/p>\n
       had\u00a0 undergone\u00a0 all\u00a0 these\u00a0 years\u00a0 and\u00a0for\u00a0the\u00a0financial\u00a0loss\u00a0which\u00a0the\u00a0 \u00a0Complainant\u00a0 \u00a0has\u00a0allegedly\u00a0<\/p>\n
       incurred\u00a0\u00a0because\u00a0of\u00a0DG:\u00a0Doordarshan\u00a0not\u00a0having\u00a0responded\u00a0to\u00a0the\u00a0letters\u00a0from\u00a0Dy.\u00a0Director(Admin)\u00a0<\/p>\n
       requesting\u00a0for\u00a0a\u00a0decision\u00a0on\u00a0the\u00a0matter\u00a0of\u00a0regularization\u00a0of\u00a0service\u00a0of\u00a0the\u00a0Complainant.<\/p>\n
7.     In\u00a0the\u00a0light\u00a0of\u00a0the\u00a0above\u00a0observations\u00a0\u00a0and\u00a0also\u00a0in\u00a0the\u00a0light\u00a0of\u00a0the\u00a0fact\u00a0that\u00a0at\u00a0present\u00a0a\u00a0decision\u00a0in\u00a0<\/p>\n
       respect\u00a0of\u00a0regularization\u00a0of\u00a0casual\u00a0artists\u00a0is\u00a0being\u00a0taken\u00a0by\u00a0the\u00a0Board,\u00a0\u00a0it\u00a0is\u00a0recommended\u00a0strongly\u00a0<\/p>\n
       that\u00a0the\u00a0Complainant’s\u00a0case\u00a0be\u00a0considered\u00a0on\u00a0a\u00a0priority\u00a0\u00a0basis,\u00a0based\u00a0on\u00a0the\u00a0\u00a0decision\u00a0of\u00a0the\u00a0Board,\u00a0<\/p>\n
