SURENDRA MOHAN, JJ.\n               ------------------------------------------------------------\n                      W.P(C) NOS: 17863\/2007 &amp;\n                               15544 OF 2009\n               -----------------------------------------------------------\n              Dated this the 27th September, 2010.\n\n                                   JUDGMENT\n<\/pre>\n<p>Ramachandran Nair, J.\n<\/p>\n<p>      Connected writ petitions are filed by the department<\/p>\n<p>challenging orders of the CAT directing regularisation of casual<\/p>\n<p>employees as Group D staff based on the vacancies available in<\/p>\n<p>every Commissionerate.             The regularisation scheme refers to<\/p>\n<p>&#8220;appointment of casual employees in the respective offices where<\/p>\n<p>they are engaged.&#8221;        The Tribunal took the respective offices as<\/p>\n<p>Commissionerate against which writ petition is filed by the<\/p>\n<p>Department    stating        that       respective          offices        mean  several<\/p>\n<p>Commissionerate falling within one State.<\/p>\n<p>      2. We have heard senior standing counsel appearing for the<\/p>\n<p>petitioners  and     separate         counsel appearing                   for contesting<\/p>\n<p>respondents.\n<\/p>\n<p>      3.  We do not find any basis for the contention of the<\/p>\n<p>department that State as a whole is contemplated in the scheme for<\/p>\n<p>regularisation of appointment of casual employees.                            Respective<\/p>\n<p>offices only mean the offices which engage the casual employees.<\/p>\n<p>WPC 17863\/07 &amp; 1554\/2009        2<\/p>\n<p>In fact very many are employed in range offices and other small<\/p>\n<p>offices  which    are   constituted  by  the   Commissioner      for<\/p>\n<p>administrative purposes.    In fact these casual employees could<\/p>\n<p>probably be shifted only from one range to another range within<\/p>\n<p>the same Commissionerate. So much so, we find that the order of<\/p>\n<p>the Tribunal is logical and easily implementable.
