     Special Leave granted.\n<\/p>\n
     This appeal  is directed  against\tthe  judgment  dated
\nApril 4,  1977 of  Division  Bench  of\tthe  High  Court  of
\nJudicature at  Allahabad allowing  the writ  petition of the
\nrespondent whereby  he was  held entitled to the benefits of
\nthe revised  pay scale\tand designation\t of the\t post he was
\nholding.\n<\/p>\n
     In\t pursuance   to\t an   advertisement  issued  by\t the
\nappellant the  respondent applied  for\ta  post\t of  Manager
\n(Personnel) Grade  E4 by  letter dated\tMay 1, 1986. He was,
\nhowever, offered  the post  of Deputy  Manager (P  & IR)  on
\nterms and  conditions as  mentioned in\tletter dated October
\n23, 1986 of the appellant. The respondent declined this post
\nstating that he had applied for the post of Manager (P & IR)
\nand could  not accept  the post of Deputy Manager (P & IR ).
\nThis was by letter dated November 5, 1986. In the meanwhile,
\nthere was  revision of\tpay scales of the officers and staff
\nof the appellant, which was communicated to the appellant by
\nletter dated  November 12, 1986 of the State Government. The
\nrelevant part of the revision of pay scales is as under:<\/p>\n

\n\t    Please refer to your letter No. NIL of dated 5th
\nNovember, 1986 on the above subject. After due consideration
\nit has\tbeen decided  to amend your appointment offer to the
\nfollowing extent.\n<\/p>\n
1.\t Your  designation  is\thereby\tamended\t as  Manager
\n(Personnel & IR).\n<\/p>\n
2.   Your basic\t pay will  be Rs.  1,500\/- per\tmonth in the
\nscale of pay of Rs. 1500-60-1800-100-2000.\n<\/p>\n
3.   Your joining  time is  hereby extended   up  to\t15th
\nFebruary, 1987. No further extension will be granted.\n<\/p>\n
     All other terms and conditions of our appointment offer
\nNo. PS\/HQ\/R-10\/872  dated 23.10.1986 remain unaltered.\n<\/p>\n

     The respondent  accepted the  offer given to him by the
\naforesaid appointment  letter and  accepted the\t post of the
\nManager (P  & IR).  He joined this post on February 28, 1987
\nand on\tApril 24,  1987 represented to the appellant that he
\nwas entitled  to placement in the revised grade of Rs. 1800-
\n2250\/- which according to him was applicable to Manager (P &
\nIR) Head  Quarter. This representation was rejected and this
\nled to\tfiling of the writ petition by the respondent in the
\nHigh Court which was allowed as aforesaid.\n<\/p>\n
     We do  not think  there is much controversy involved in
\nthe present  case. The respondent said that at the time when
\nhe had\tapplied for  the post of Manager (E-4) it was in the
\npay scale of Rs. 1500-2000\/- and what was offered to him was
\nthe post  of Deputy   Manager  in the pay scale of Rs. 1400-
\n1800\/-. Thus,  according to  the  respondent,  when  he\t was
\noffered the  post of Manager, the pay scale had already been
\nrevised to  Rs.\t 1800-2250\/-  to  which,  he  said,  he\t was
\nentitled  to.\tWe  don’t   think  this\t contention  of\t the
\nrespondent  can\t  be  accepted.\t  Letter  offering  him\t the
\nappointment of\tManager is  specific. This  letter, as noted
\nabove, was  written after  the revision\t of pay\t scales. Not
\nonly that,  the letter\tmentioning the\tdesignation  of\t the
\nrespondent had also, in clear terms, mentioned the pay scale
\nof the Manager which was being offered to him.\n<\/p>\n
     This letter  was accepted\tby the\trespondent with\t the
\nterms and  conditions therein. The respondent cannot read in
\nthe letter  more than what it says. Offer or appointment was
\ngiven to the respondent after revision of the pay scales and
\nthe appellant  could not  possibly had\tgiven  the  old\t pay
\nscales. We,  therefore, do  not accept the view taken by the
\nHigh Court.\n<\/p>\n
     We, accordingly, set aside the impugned judgment of the
\nHigh Court  and dismiss\t the  writ  petition  filed  by\t the
