Justice C.N.RAMACHANDRAN NAIR\n\n Dated :05\/03\/2007\n\n O R D E R\n                     C.N.RAMACHANDRAN NAIR, J.\n\n                     -----------------------------------\n\n                        WP(C) No. 20721 of 2004\n\n                            -------------------------\n\n                Dated, this the 5th day of March, 2007\n\n\n                                J U D G M E N T\n<\/pre>\n<p>       The petitioners are students who joined the 3rd  respondent<\/p>\n<p>Institute for Technical Training, run by the Government of Kerala,<\/p>\n<p>in the year 2002.  The course is for two years and the trade being<\/p>\n<p>Mechanical (Motor Vehicles).   Obviously, when petitioners joined<\/p>\n<p>the   institute,   it   did   not   have   NCVT   affiliation.     According   to   the<\/p>\n<p>learned counsel for the NCVT, students are entitled to certificate<\/p>\n<p>from NCVT only if they join the course after affiliation is granted<\/p>\n<p>to the institution and if they pass the examination conducted by<\/p>\n<p>the NCVT.  Even though I also agree with this contention, in this<\/p>\n<p>particular   case,   it   is   seen   that   affiliation   is   granted   by   NCVT   in<\/p>\n<p>2002   i.e.   during  middle  of   the   course  joined  by  the   petitioners.<\/p>\n<p>Further none of the parties appearing in this Court is in a position<\/p>\n<p>to confirm to this Court whether petitioners were allowed to write<\/p>\n<p>the  examination  conducted  by  NCVT  or   whether   they  wrote  the<\/p>\n<p>examination conducted by the State Government.   If petitioners<\/p>\n<p>have written the examination of the NCVT, then they are entitled<\/p>\n<p>W.P.(C)No. 20721\/2004<\/p>\n<p>                                   -Page numbers-\n<\/p>\n<p>\nto   get   certificate   from   NCVT.
