DENESAN, J.\n\n\n\n                = = = = = = = = = = = = = = =\n\n                 W.P.(C) No. 6473 OF 2007 U\n\n                = = = = = = = = = = = = = = =\n\n\n\n             Dated this the 27th February, 2007\n\n\n\n                         J U D G M E N T\n<\/pre>\n<p>     The   petitioner   is   working   as   Upper   Division   Clerk<\/p>\n<p>in   the   Local   Administration   Department,   presently   in<\/p>\n<p>Ottapalam   Municipality.           He   has   filed   Ext.   P3<\/p>\n<p>representation   on   6-7-2005   followed   by   Ext.   P4<\/p>\n<p>representation   filed  on  30-11-2006  addressed  to  the  1st<\/p>\n<p>respondent.     The   grievance   of   the   petitioner   pertains<\/p>\n<p>to seniority assigned to him in the post of U.D. Clerk<\/p>\n<p>and the alleged denial of promotion to the higher post<\/p>\n<p>of   Head   Clerk.     It   appears   that   the   request   of   the<\/p>\n<p>petitioner   is   to   consider   the   legality   of   the<\/p>\n<p>proceedings issued by the authorities in 1991.   The 1st<\/p>\n<p>respondent   shall   therefore   consider   whether   the<\/p>\n<p>petitioner   is   entitled   to   reliefs   at   this   distance   of<\/p>\n<p>time.  If the matter is to be considered on merits, the<\/p>\n<p>petitioner   as   also   Smt.   Lakshmi   who   is   said   to   be<\/p>\n<p>junior to the petitioner or any other person who may be<\/p>\n<p><span class=\"hidden_text\">WPC No.6473 \/2007                -2-<\/span><\/p>\n<p>affected   shall   be   heard.     Exts.   P3   and   P4   shall   be<\/p>\n<p>disposed   of   within   three   months   from   the   date   of<\/p>\n<p>receipt of a copy of the judgment.\n<\/p>\n<p>                                                  K.K.
