Orissa- 752050 4\n\nIt has been decided to dispose of the two captione cases together as the\nApplicants are seeking the same information\nBackground<\/pre>\n<p>1. The RTI Application was filed by the Applicant on 27.10.2009 with the PIO East Coast<br \/>\nRailway, Khurda wanting to know which of two letters dated 04.02.2009 and<br \/>\n08.03.2009, which were related to couplihg&#8217; and un coupling of engines at stations, is<br \/>\ncorrect and is to be followed. The PIOWe% on 1\u00a7f11.2009 enclosing information<br \/>\nreceived from Senior DME, East Coast Rail&#8217;wa_y.,;_lj&lt;hvurda Road providing the required<br \/>\nclarification. Not satisfied with the reply :he~.\/Applicant filed his first Appeal on<br \/>\n23.11.2009 stating that information is irrelevant and that he is not satisfied. The<br \/>\nAppellate Authority in his response dated 24.12.2009 informed the Applicant that the<br \/>\nCPIO had already provided the required information on 18.11.2009. He however also<br \/>\nprovided further clarification. Still not satisfied, the Applicant filed his second Appeal<br \/>\nbefore the Commission on 07.01.2010 seeking the information once again.<\/p>\n<p>2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, heard the matter<\/p>\n<p>through video conferencing for May 6, 2010.<\/p>\n<p>3. Shri Khagesh Goda PIO, Shri. D.P. Mishra, DME Khurdha Toad Assisting Officer<br \/>\n; represented the Public Authority.\n<\/p>\n<p>4. The Applicant was also heard through Video Conferencing in the case no.299<\/p>\n<p>Decision<\/p>\n<p>5. The Appellant stated that he has not being given correct information and he<br \/>\nmaintained that the information is deliberately being denied to him. The<br \/>\nRespondent submitted that available information has been provided to the<br \/>\nAppellant in respect of this particular issue of coupling and non coupling and also<\/p>\n<p>\u00bb\/&#8221;&#8216;\/I  the Chief Motive Power Engineers in his letter dated 06.03.2009 has clarified<\/p>\n<p>  , who should be doing the coupling and uncoupling and in what circumstances. The<\/p>\n<p>.;_\\~<\/p>\n<p> 7 _ 1<\/p>\n<p>7.<\/p>\n<p>Commission on perusal of information provided holds that available information has<br \/>\nbeen provided to the Appellant. However, in view of the fact that the Appellant is<br \/>\nstill not satisfied the Commission directs the PIO to allow inspect relevant files by<br \/>\nthe Appellant and to provide him with copies of documents and file notings he<\/p>\n<p>requires on the issue of coupling and uncoupling by 6.6.10 .<\/p>\n<p>Since the Applicant in case no. CIC\/ AD\/ A\/ 2010\/ 000300 is seeking the same<br \/>\ninformation as the Applicant in case no. CIC \/ AD \/A\/ 2010\/00029.9, the same decision<\/p>\n<p>as given in para 5 will hold in the second case too. The inspection of files in this case<\/p>\n<p>A  7. _<br \/>\n(Annapucnacblx\/it)&#8217;<\/p>\n<p>Information Commissioner<\/p>\n<p>too may be completed by 6.6.10.\n<\/p>\n<p>The appeals are accordingly disposed of.<\/p>\n<p>Shri.
