2.     The\u00a0PIO,\u00a0 on\u00a0 21.07.2010,\u00a0furnished\u00a0the\u00a0required\u00a0information\u00a0to\u00a0the\u00a0Appellant\u00a0which\u00a0the\u00a0Applicant\u00a0<\/p>\n
       considered \u00a0 to \u00a0 be \u00a0 inadequate \u00a0 and \u00a0 thus \u00a0 filed \u00a0 his \u00a0 1st\u00adappeal \u00a0 with \u00a0 the \u00a0 Appellate \u00a0 Authority \u00a0 (AA) \u00a0 on\u00a0<\/p>\n
       29.07.2010.\u00a0The\u00a0AA,\u00a0through\u00a0his\u00a0order\u00a0dated\u00a001.09.2010,\u00a0forwarded\u00a0the\u00a0additional\u00a0information\u00a0to\u00a0the\u00a0<\/p>\n
       Appellant\u00a0which\u00a0was\u00a0supplied\u00a0by\u00a0the\u00a0PIO\u00a0on\u00a031.08.2010,\u00a0pursuant\u00a0to\u00a0the\u00a0AA’s\u00a0direction\u00a0to\u00a0him.\u00a0The\u00a0<\/p>\n

       New\u00a0Delhi)\u00a0supplied\u00a0by\u00a0the\u00a0PIO\u00a0‘incomplete’\u00a0as\u00a0it\u00a0is\u00a0his\u00a0contention\u00a0that\u00a0he,\u00a0being\u00a0a\u00a0beneficiary\u00a0of\u00a0the\u00a0<\/p>\n

Decision\n<\/p>\n
 2.       During \u00a0 the \u00a0 hearing, \u00a0 the \u00a0 Respondents\u00a0stated\u00a0 that\u00a0they\u00a0had\u00a0 initially\u00a0 provided\u00a0to\u00a0the\u00a0Appellant\u00a0the\u00a0<\/p>\n
         information \u00a0 relating \u00a0 to \u00a0 the \u00a0 period \u00a0 2009\u00ad2010 \u00a0 and \u00a0 that \u00a0 later, \u00a0 on \u00a0 AA’s \u00a0 order, \u00a0 they \u00a0 furnished \u00a0 the\u00a0<\/p>\n
         information\u00a0for\u00a0the\u00a0period\u00a0prior\u00a0to\u00a02009\u00ad2010\u00a0as\u00a0well\u00a0to\u00a0the\u00a0Appellant\u00a0and\u00a0that\u00a0now\u00a0in\u00a0the\u00a0present\u00a0<\/p>\n
         appeal\u00a0he\u00a0is\u00a0demanding\u00a0information\u00a0for\u00a0the\u00a0\u00a0period\u00a0prior\u00a0to\u00a02001\u00ad2002.\u00a0They\u00a0pointed\u00a0out\u00a0that\u00a0despite\u00a0<\/p>\n

         information,\u00a0they\u00a0had\u00a0given\u00a0the\u00a0available\u00a0information\u00a0to\u00a0him\u00a0and\u00a0that\u00a0now\u00a0he\u00a0is\u00a0enlarging\u00a0the\u00a0scope\u00a0of\u00a0<\/p>\n
         his\u00a0RTI\u00adrequest\u00a0by\u00a0demanding\u00a0information\u00a0for\u00a0the\u00a0period\u00a0which\u00a0he\u00a0has\u00a0failed\u00a0to\u00a0specify\u00a0in\u00a0his\u00a0RTI\u00ad<\/p>\n
         application\u00a0and\u00a0thereby\u00a0seeking\u00a0additional\u00a0information\u00a0at\u00a0the\u00a0second\u00a0appellate\u00a0stage.<\/p>\n
3.       I\u00a0find\u00a0myself\u00a0in\u00a0agreement\u00a0with\u00a0the\u00a0Respondents’\u00a0contention\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0not\u00a0made\u00a0it\u00a0clear\u00a0<\/p>\n
         in\u00a0his\u00a0RTI\u00adapplication\u00a0as\u00a0to\u00a0\u00a0the\u00a0period\u00a0for\u00a0which\u00a0he\u00a0needed\u00a0the\u00a0information\u00a0\u00a0and\u00a0that\u00a0now\u00a0he,\u00a0after\u00a0<\/p>\n
         receiving \u00a0 certain \u00a0 information \u00a0 from \u00a0 the \u00a0 Respondents, \u00a0 is \u00a0 demanding \u00a0 additional \u00a0 information \u00a0 at \u00a0 the\u00a0<\/p>\n
         second\u00a0 appellate\u00a0 stage.\u00a0 This\u00a0 is \u00a0not\u00a0 permissible\u00a0 in\u00a0an\u00a0RTI\u00adproceeding.\u00a0I,\u00a0therefore,\u00a0hold\u00a0 that\u00a0 the\u00a0<\/p>\n
