(C) No. 23533 OF 2009\n              - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n                Dated this the 18th day of August, 2009\n\n                               J U D G M E N T\n<\/pre>\n<p>           The petitioner is transferred from Govt. Women Polytechnic<\/p>\n<p>College, Kayamkulam to Govt. Polytechnic College, Ezhukone.               The<\/p>\n<p>petitioner is a Selection Grade Lecturer.             It is pointed out by the<\/p>\n<p>petitioner that out of his 23 years of service in Government Colleges<\/p>\n<p>for more than 12 years, the service was outside his home station. He<\/p>\n<p>is a native of Kayamkulam. He joined in Govt. Womens Polytechnic<\/p>\n<p>College, Kayamkulam on 7.6.2007. It is pointed out that by Ext.P1<\/p>\n<p>order dated 21.5.2009 the petitioner was ordered to be transferred<\/p>\n<p>from Kayamkulam to Ezhukone and the 3rd respondent was ordered to<\/p>\n<p>be transferred and posted at Kayamkulam in the place of the<\/p>\n<p>petitioner. Aggrieved by the same, the petitioner filed Ext.P2 appeal<\/p>\n<p>before the 1st respondent. It is prayed that the appeal may be directed<\/p>\n<p>to be disposed within a time frame.\n<\/p>\n<p>           There will be direction to the 1st respondent to take a<\/p>\n<p>decision on ExtP2 after hearing the petitioner and the 3rd respondent<\/p>\n<p>within a period of three months from the date of receipt of a copy of<\/p>\n<p>this judgment.\n<\/p>\n<\/p>\n<p>                                 ( T.R.
