I do not propose to go into the merits of the matter. But,<\/p>\n<p>according to me, even without issuing notice to the 1st respondent-<\/p>\n<p>Panchayat or to the 3rd respondent, the affected party, this Writ<\/p>\n<p>Petition can be disposed of at this stage itself issuing the following<\/p>\n<p>directions:-\n<\/p>\n<p>            The 2nd respondent-District Collector will take up Ext.P6<\/p>\n<p>representation, issue notice to the 3rd respondent and also to the 1st<\/p>\n<p>respondent-Panchayat, hear the petitioner, the Panchayat and the 3rd<\/p>\n<p>respondent and dispose of Ext.P6 at the earliest and at any rate within<\/p>\n<p>two months of receiving copy of this judgment.<\/p>\n<p>      The Writ Petition is disposed of as above.\n<\/p>\n<\/p>\n<p>                                           (PIUS C.KURIAKOSE, JUDGE)<br \/>\ntgl<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kerala High Court K.
