By Exhibit-P1<\/p>\n<p>order, petitioner and the 3rd respondent were promoted<\/p>\n<p>and transferred to the District Medical Office (Health),<\/p>\n<p>Mananthavady in Wayanad.            Petitioner claims to be<\/p>\n<p>senior to the 3rd respondent.       Petitioner is a native of<\/p>\n<p>Thrissur district.  She belongs to Malaraya community &#8211;<\/p>\n<p>a Scheduled Tribe. Her husband is working at B.S.N.L in<\/p>\n<p>Thrissur. She has applied for a transfer to Thrissur by<\/p>\n<p>Exhibit-P2.    But under Exhibit-P4, transfer was granted<\/p>\n<p>to 3rd respondent, a junior to her.
