Date of joining and the entire tenure in the<br \/>\nplace should also be mentioned.\n<\/p>\n<p>d) The date of joining of Mr Pandey (Inspector) &amp; Mr Narendra Kumar (Meter Reader) in west<br \/>\nzone I &amp; III and the reasons for these 2 officials being employed in the same area without any<br \/>\ntransfer which is against departmental guidelines.\n<\/p>\n<p>Reply of the Public Information Officer (PIO)<br \/>\nA) Information provided by ZRO (West)I\/APIO:\n<\/p>\n<p>i) Pertains to administration.\n<\/p>\n<p> ii) Same as above.\n<\/p>\n<p>iii) ZRO (West) I, Janak Puri is Mr S K Sharma and he has also been handling the office of ZRO<br \/>\n(West) III, Janak Puri for the last 2 months.<br \/>\nDetails of officials working in Vikas Puri\/Janak Puri enclosed.\n<\/p>\n<p>B) Information provided by Secretary\/PIO, RTI Cell Karol Bagh:\n<\/p>\n<p>i) The transfer and posting of DJB officials are done as per the functional requirement of the<br \/>\ndepartment.\n<\/p>\n<p>ii) Same as above.\n<\/p>\n<p>iii) Pertains to ZRO (West) I &amp; III.\n<\/p>\n<p>iv) Same as above.\n<\/p>\n<p>Grounds for the First Appeal:\n<\/p>\n<p>Unsatisfactory, vague and misleading information provided by the PIO. Lot of discrepancies has<br \/>\nbeen mentioned in the date of joining and deployment in specific areas (Vikaspuri and Janakpuri<br \/>\nareas).\n<\/p>\n<p>Order of the First Appellate Authority (FAA):<br \/>\nThe FAA observed that the PIO had promised to provide information to the Appellant with<br \/>\nregard to query no 2 within a week. FAA directed (in response to query no 4) the PIO to provide<br \/>\nposting details of Mr Sanjay Pandey and Mr Narender Kumar for the period December 2004 to<br \/>\nJuly 2006 within a week.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory, vague and misleading information received from the PIO. The Appellant has<br \/>\nalleged that there is rampant corruption in DJB and that could be one of the reasons for<br \/>\nsupplying the incorrect and vague information.\n<\/p>\n<p>Relevant Facts emerging during Hearing:<br \/>\nThe following were present:\n<\/p>\n<p>Appellant: Mr. N K Lall;\n<\/p>\n<p>Respondent: Mr. Paras Ram, Public Information Officer &amp; Jt. Director;\n<\/p>\n<p>       The Appellant had sought information about whether there is a norm for transfers. But<br \/>\nthe Respondent had replied that transfers are done as per functional requirements of Department.<br \/>\nThis appears to indicate that there is no norm in the matter. It that is the case the PIO should<br \/>\nanswer accordingly.\n<\/p>\n<p>Decision:\n<\/p>\n<p>The Appeal is allowed.\n<\/p>\n<p>         The PIO is directed to provide the information on whether there are norms for transfers or<br \/>\nnot. It there are existing norms these should be provided. If there are no norms this should be<br \/>\nstated.
