The Applicant filed an RTI application dated 16.03.09 with the<br \/>\n      CPIO\/Deptt. Of Posts, New Delhi, seeking information about the 6th<br \/>\n      Central Pay Commission recommendations in respect of        Nursing   and<br \/>\n      Paramedical staff working in postal dispensaries under Department of<br \/>\n      Posts as also about the revision of their pay and allowances, against 2<br \/>\n      points.\n<\/p>\n<p>2.    The CPIO replied on 01.04.09 giving point wise information. Being<br \/>\n      aggrieved by the order of the CPIO, the Applicant filed a First Appeal<br \/>\n      before the Appellate Authority on 23.04.09 reiterating his request for the<br \/>\n      information.   The First Appellate Authority replied vide letter dated<br \/>\n      21.05.09 providing clarification and informing the Appellant that the 6th<br \/>\n      CPC had recommended a different ACP scheme and that orders of M\/o<br \/>\n      Finance are awaited. Being aggrieved with this information a Second<br \/>\n      Appeal was filed before the CIC on 17.07.09 by the Applicant stating that<br \/>\n      CGHS Lucknow, has given grade pay of Rs 5400 to staff nurses who had<br \/>\n      already been given second ACPs and wanted to know why the Nursing<br \/>\n      and Paramedical staff in Postal dispensaries have not been given the<br \/>\n      higher grade pay as per 6th Pay Commission recommendations.\n<\/p>\n<p>3.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled<br \/>\n      the hearing on 9th September, 2009.\n<\/p>\n<p>4.    Mr. B.P Sridevi, Director, Mr. A.K Sharma, DDG represented the Public<br \/>\n      Authority.\n<\/p>\n<p>5.    The Applicant was not present during the hearing.<br \/>\n Decision<\/p>\n<p>6.    The Respondent submitted that the Appellant&#8217;s wife was granted 2nd ACP<br \/>\n      with effect from 16.07.09. However, her grade pay (although she was<br \/>\n      granted 2nd ACP) was not revised as per DOPT&#8217;s orders on the issue of<br \/>\n      pay band and grade pay of such nurses who were granted 2nd ACPs in pre-<br \/>\n      revised scale of Rs. 6500 to 10500 as they have not been finalized. He<br \/>\n      added that after the Appellant filed the second appeal, an Office<br \/>\n      Memorandum was issued by DOPT on 19.05.09 providing the guidelines<br \/>\n      for MACP and accordingly these guidelines are being reviewed by the<br \/>\n      Finance Section of the Department before final orders are issued. He<br \/>\n      also added that the Memo is already up on the DOPT website. The<br \/>\n      Commission directs the CPIO to provide a copy of the Office Memo to the<br \/>\n      Appellant and advices the Appellant to facilitate representation by his<br \/>\n      wife to the Department for pay fixation. Information to be provided by<br \/>\n      the CPIO by 5.10.09.\n<\/p>\n<p>7.
