Learned counsel for the petitioner has submitted that despite there<br \/>\nis no public advertisement and despite there is no need to appoint him as<br \/>\nPara-Teacher with the respondents, the petitioner has applied voluntarily<br \/>\nand on his own to the respondents that he is the best suitable candidate<br \/>\nfor the appointment of the Para-Teacher and as he has not been selected,<br \/>\nthis writ petition has been preferred.\n<\/p>\n<p>2.    Having heard learned counsel for the petitioner and looking to the<br \/>\naforesaid facts that there is no public advertisement and the petitioner<br \/>\nhas applied privately. There is no legal vested right in the petitioner to be<br \/>\nappointed as Para-Teacher with the respondents. Whenever there is a<br \/>\npublic employment, there must be equal opportunities for all the<br \/>\ncandidates    and          there   must   be   public     advertisement       and       proper<br \/>\nadvertisement in the local areas where the school \/ college is situated and<br \/>\nunless and until the respondents are in need of Para-Teacher, no such<br \/>\napplication of the petitioner for the appointment of the Para-Teacher can<br \/>\nlegally be considered by the respondents.\n<\/p>\n<p>3.    In view of the aforesaid submission, there is no substance in this<br \/>\nwrit petition and the same is hereby, dismissed.\n<\/p>\n<p>                                                                    (D.
