2.   11.08.2011.         The petitioners, who are the licensee under the 1984<\/p>\n
                   Unification Order as well as under the Public Distribution<\/p>\n
                   System (Control) Order, 2001 pray for quashing the memo<\/p>\n
                   issued by the concerned authorities, directing refund of<\/p>\n
                   value of undistributed rice under 50 % and 30 % of<\/p>\n
                   Sampurna Gramin Rojgar Yojana in between the years<\/p>\n
                   2002 to 2006 at APL rate of Rs.13.10 per Kg. Earlier<\/p>\n
                   similar matters had come up before this Court in C.W.J.C.\n<\/p>\n
                   No. 711 of 2011 (Awash Prasad Singh Vs. The State of<\/p>\n
                   Bihar & Ors.) & C.W.J.C. No. 757 of 2011 (Suresh Prasad<\/p>\n
                   @ Raj Kumar Vs. The State of Bihar & Ors.). The<\/p>\n
                   aforesaid writ applications have been disposed of by order<\/p>\n
                   dated 06.07.2011 after noticing the submissions of learned<\/p>\n
                   counsel for the parties.\n<\/p>\n
                         As the facts and issues are common, the order dated
\n          06.07.2011 passed in C.W.J.C. No. 711 of 2011 and<\/p>\n
         C.W.J.C. No. 757 of 2011 would also govern in all these<\/p>\n
         writ applications. All these writ applications are disposed<\/p>\n
         of in terms of the order dated 06.07.2011 passed in<\/p>\n
         C.W.J.C. No. 711 of 2011 and C.W.J.C. No. 757 of 2011<\/p>\n
         including interim protection as mentioned therein, with the<\/p>\n
         condition that the petitioners would either deposit 20% of<\/p>\n
         the value of undistributed rice at Rs.10\/-per Kg for the<\/p>\n
         present or the rice itself, if already not deposited within two<\/p>\n
