(CIL), Kolkata for not providing information<br \/>\nto his RTI-request dated 13.11.2010. The matter came up for hearing on 18.10.2011. The<br \/>\nappellant was present in person, whereas the respondents were represented by Shri S.K.<br \/>\nDas, FAA and Shri M.B. Aparajit, CPIO.\n<\/p>\n<p>2.     The appellant filed an RTI-application dated 13.11.2010 seeking information on<br \/>\nfive queries in connection with action taken on Ministry of Coal (MOC) letter No.<br \/>\n23021\/156\/2006\/CPD dated 14.7.2008 addressed to Chairman, CIL. The PIO vide letter<br \/>\nNo. CIL\/C-5C\/PIO\/10-11\/F-710\/1166 dated 26.11.2010 acknowledge appellant&#8217;s RTI-<br \/>\napplication.\n<\/p>\n<p>3.     Aggrieved by non-receipt of information, the appellant preferred first-appeal dated<br \/>\n7.1.2011 before FAA. The appellant has not received any response on his first-appeal<br \/>\nfrom the FAA till the date of filing the instant second-appeal before the Commission.\n<\/p>\n<p>4.     The respondent submitted that appellant&#8217;s RTI-application was received by PIO on<br \/>\n25.11.2010. The same was acknowledged and sent to the concerned department vide<br \/>\nletter No. 1166 dated 26.11.2010. The reply has not been received from the concerned<br \/>\ndepartment. However, urgent and immediate action has been taken to furnish the<br \/>\n<span class=\"hidden_text\">                                             2          Case No. CIC\/SS\/A\/2011\/000946<\/span><\/p>\n<p>information. The PIO vide letter No. CIL\/C-5C\/PIO\/11-12\/F dated 17.10.2011 has provided<br \/>\npoint-wise information to the appellant consisting of six pages &#8211; (1) Copy of MOC&#8217;s letter<br \/>\nNo. 23021\/156\/2006-CPD dated 15.2.2007;          (2) Pursuant to MOC&#8217;s advice dated<br \/>\n15.2.2007, Director (Marketing), CIL vide letter dated 4.4.2007 advised CMDs of all coal<br \/>\ncompanies to constitute a committee at company level for the purpose stated in MOC&#8217;s<br \/>\nletter; (3) Pursuant to the advice of MOC vide letter dated 14.7.2008, Chairman, CIL vide<br \/>\nletter dated 17.9.2008 advised CMDs of all coal companies to introduce a system to<br \/>\neffectively redress the grievances of coal consumers pertaining to the concerned coal<br \/>\ncompanies.   The CGM (S&amp;M), CIL vide letter dated 26.12.2008 set up a &#8220;Grievance<br \/>\nRedressal System Cell&#8221; at CIL Kolkata; (4) The list of consumers whose linkages were<br \/>\nsuspended\/cancelled were available with the concerned coal companies.; and (5) Till date<br \/>\nthere was no such issue which is not covered with the scope of FSA for linked consumers.\n<\/p>\n<p>5.
