The Chancellor, Universities of Bihar, Patna     ......Respondents\n\n                                        ----------------------------------\n<\/pre>\n<p>9   09-09-2011                    Heard the parties.\n<\/p>\n<p>                                  Prime concern of the petitioner in this Public<\/p>\n<p>                       Interest Litigation is to ensure that law is followed<\/p>\n<p>                       strictly in matters of appointment to the various posts<\/p>\n<p>                       in the Universities including the high posts of Vice<\/p>\n<p>                       Chancellors and Pro Vice Chancellors.<\/p>\n<p>                                  We have delivered a judgement in relation to<\/p>\n<p>                       the appointment of two Vice Chancellors of Magadh<\/p>\n<p>                       University, Bodh Gaya and Veer Kunwar Singh<\/p>\n<p>                       University, Ara and we have already clarified that<\/p>\n<p>                       consultation required between the Chancellor and the<\/p>\n<p>                       State Government is not only mandatory but should be<\/p>\n<p>                       prior to making appointment. It has also been<br \/>\n<span class=\"hidden_text\">                            2<\/span><\/p>\n<p>        highlighted that the consultation must be after giving<\/p>\n<p>        sufficient opportunity to the State Government to<\/p>\n<p>        render effective advice. In view of the decision<\/p>\n<p>        rendered by us Yesterday in the case of Subhas Prasad<\/p>\n<p>        Sinha Vs Dr. Pramod Kumar Singh &amp; Others (LPA no.<\/p>\n<p>        822 of 2011 and one analogous case), the issues raised<\/p>\n<p>        in this Public Interest Litigation are largely answered.<\/p>\n<p>                  This writ petition is, accordingly, disposed<\/p>\n<p>        of.\n<\/p>\n<p>                  We have been informed that an Interlocutory<\/p>\n<p>        Application has been filed in this writ petition for<\/p>\n<p>        questioning certain appointments to the post of Vice<\/p>\n<p>        Chancellors made recently. We do not propose to<\/p>\n<p>        consider the cases of individuals in this Public Interest<\/p>\n<p>        Litigation.
