SONA RAM CHOUDHARY (BARMER<\/a><\/a>): I would like to draw the attention of the Government to the fact that hydro-electric projects get delayed due to Inter-State disputes which takes much longer time to settle. Recognizing the need to take up such projects, the policy on Hydro Power Development was approved by the Union Government during August, 1998, which inter-alia, provides for basin-wise optimal development of hydro-electric projects without prejudice to the claims of the basin States or effect on the benefits from the existing projects. It is however, seen that the Inter-State Council as well as Zonal Councils set up for resolution of Inter-State Power disputes have not been able to sort out Inter-State Power disputes. <\/p>\n<p>In order to settle long outstanding Inter-State disputes especially amongst Punjab, Haryana, Himachal Pradesh, Delhi and Rajasthan. I request the Union Government, through you, Sir, to constitute an Inter-State Tribunal consisting of eminent Electrical and Civil Engineers from the Government headed by a Judge of the Supreme Court or the High Court.
