The<\/p>\n<p>grievance voiced by the petitioners who are said to be agriculturists<\/p>\n<p>engaged in cultivation of paddy is that respondents 9, 10 and 11 are<\/p>\n<p>illegally filling up vast areas of paddy fields and that though complaint<\/p>\n<p>was submitted before various authorities, no action has been taken.<\/p>\n<p>Ext.P4 is the copy of the complaint submitted by the petitioners before<\/p>\n<p>various authorities including the Revenue Divisional Officer,<\/p>\n<p>Muvattupuzha who is the competent authority under the land utilisation<\/p>\n<p>order.
