SIRI JAGAN, J.\n               - - - - - - - - - - - - - - - - - - - - - - -\n                  W.P.(C)No.13503 of 2010\n               - - - - - - - - - - - - - - - - - - - - - - -\n            Dated this the 17th day of May, 2010\n\n                         J U D G M E N T\n<\/pre>\n<p>     The 1st petitioner claims to be an organization of<\/p>\n<p>residents   of   Elamkadu          area       in    Koottickal Grama<\/p>\n<p>Panchayath. The 2nd petitioner is one of the residents. They<\/p>\n<p>are aggrieved by the location of a Homeo Dispensary<\/p>\n<p>sanctioned to the Koottickal Grama Panchayath.                  They<\/p>\n<p>would submit that the present location is most inconvenient<\/p>\n<p>for the people of the Panchayat and they have pointed out<\/p>\n<p>another suitable place which is more convenient. In respect<\/p>\n<p>of the same petitioners have filed Exts.P1 &amp; P5<\/p>\n<p>representations before the 1st respondent. Petitioners seek<\/p>\n<p>a direction to the 1st respondent to consider and pass orders<\/p>\n<p>on Exts.P1 &amp; P5.       The petitioners would submit that by<\/p>\n<p>Ext.P2   resolution,     the     Grama        Panchayath     has also<\/p>\n<p>recommended location of the Homeo Dispensary in the<\/p>\n<p>place suggested by the petitioners.\n<\/p>\n<p>W.P.(C)No.13503 of 2010<br \/>\n<span class=\"hidden_text\">                               -2-<\/span><\/p>\n<p>      2.    I have heard the learned Government Pleader<\/p>\n<p>also. In the facts and circumstances of the case, I dispose<\/p>\n<p>of this writ petition with a direction to the 1st respondent to<\/p>\n<p>consider and pass orders on Exts. P1 &amp; P5 as expeditiously<\/p>\n<p>as possible, at any rate within a period of one month from<\/p>\n<p>the date of receipt of a copy of this         judgment, after<\/p>\n<p>affording an opportunity of being heard to a representative<\/p>\n<p>of the 1st petitioner and the 3rd respondent.        Petitioners<\/p>\n<p>would be free to rely on Ext.P2 resolution or any other<\/p>\n<p>document in support of their contentions. Till orders are<\/p>\n<p>passed on Exts.P1 &amp; P5, the Homeo Dispensary shall not be<\/p>\n<p>established in the location presently proposed.<\/p>\n<p>                                                 S.
