Part-B is coming this evening and Part-C will be coming tomorrow. Each one is ready.\n<\/p>\n<p>There was a discretionary quota for petrol pump allocation in the Tenth Lok Sabha. While we were on that side, Members from the Opposition raised this question that such discretionary quota should be totally abolished. The issue of discretionary quota, which was used by several Ministers including from our Government, went even before the Supreme Court. The Supreme Court, though appreciated the method of distribution, made it clear that though it was distributed to a number of bona fide people, such discretionary powers should not be used. This Government came and said that they abolished the system and that now this should be processed through the Oil Selection Board.. The Chairman of the Oil Selection Board was a handpicked retired judge. It is not by any interview or anything. He was handpicked person of the Government. The members of the Board used to confabulate.\n<\/p>\n<p>The first part reveals that there is no one from Kargil martyr\u2019s family. There is no one from freedom fighter\u2019s family. There is no one who is a handicapped social worker. There is no one who is a destitute woman, but there is a list of Party functionaries and close associates of the Ruling Party.\u2026 (Interruptions) Mr. Speaker, Sir, I am not making any personal allegation against any individual of the Government.
