Commissioner\n                                            Municipal Corporation of Delhi\n                                            Central Zone, Lajpat Nagar,\n                                            New Delhi - 110024.\n\nRTI application filed on             :      01\/01\/2010\nPIO replied                          :      15\/01\/2010\nFirst appeal filed on                :      01\/02\/2010\nFirst Appellate Authority order      :      19\/02\/2010\nSecond Appeal received on            :      05\/04\/2010\n\nInformation sought: -\n   i)     Photocopies of the list\/cases considered engaging daily wages safai karmachari as\n<\/pre>\n<p>          regular on compassionate ground in the year 2008 &amp; 2009 by the Board on zonal<br \/>\n          level.\n<\/p>\n<p>   ii)    Name of the Daily Wages regular Safai Karmachari, their father&#8217;s name, mother&#8217;s<br \/>\n          name, date of death, relation, age, marital status, responsibility of dependants of<br \/>\n          the deceased, economic &amp; social condition report submitted by ALWO\/concerned<br \/>\n          officer of those who were considered to be engaged as regular on compassionate<br \/>\n          grounds in place of their deceased mother and father.\n<\/p>\n<p>   iii)   Total number of cases considered by the Board for engaging Daily Wages Safai<br \/>\n          Karmacharis as regular during the year 2008-2009.\n<\/p>\n<p>   iv)    Number of cases which were considered to engage Daily Wages Safai Karmcharis<br \/>\n          on compassionate grounds who have no responsibility of their deceased mother<br \/>\n          \/father as well as they are married &amp; matured &amp; to whom they will feed even<br \/>\n          when they have no responsibility even then case has been recommended by<br \/>\n          ALWO\/concerned and their case had been placed before Board to consider or<br \/>\n          engaged as Daily Wages regular safai karmacharis on compassionate grounds and<br \/>\n          Board has approved their cases for engagement as Daily Wages regular safai<br \/>\n          karmacharis on compassionate grounds there is any malpractice or intentionally.\n<\/p>\n<p>   v)     Photocopies of the order\/approval having complete list of the cases considered by<br \/>\n          board for engagement as daily wages regular safai karmacharis on compassionate<br \/>\n          grounds in year 2008-2009<\/p>\n<p>Reply of the PIO:\n<\/p>\n<p>ii) ALWO did not give any socio-economic report of the deceased employee. The family<br \/>\ndetails of the deceased employee. The family details of the deceased employee is filled up in<br \/>\napplication Performa which is verified by the DEMS deptt.<br \/>\n Ground for the First Appeal:\n<\/p>\n<p>Incomplete and unsatisfactory information received from the PIO.\n<\/p>\n<p>Order of the FAA:\n<\/p>\n<p>The FAA in its order suggested the Appellant to contact the O\/o Sanitation Superintendent<br \/>\nwith prior intimation and inspect the relevant records available with the department and<br \/>\nfurther directed to provide whatever information was available.\n<\/p>\n<p>Ground for the Second Appeal:\n<\/p>\n<p>Unfair disposal of the Appeal by the FAA.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Mr. Devraj Manav;\n<\/p>\n<p>Respondent: Mr. R. K. Parashar, Public Information Officer &amp; Asstt. Commissioner;\n<\/p>\n<p>            Mr. Gajendra Singh , SS &amp; Deemed PIO; Mr. Ravi Kant, LDC &amp; Deemed PIO;\n<\/p>\n<p>        The deemed PIO had an accident at the time RTI application was made hence the<br \/>\nsatisfactory reply had not been given to the Appellant.
