(Biotechnology) in the<br \/>\n              years 2004-04, 2005-06 and 2006-07 and what are the minimum<br \/>\n              number of classes\/number of hours required to complete the<br \/>\n              syllabus in the above said course?, etc.<\/p>\n<\/blockquote>\n<p>2.    The PIO vide his letter dated 28 August 2007 replied to his RTI-<br \/>\napplication and asked the Appellant to submit Rs.80\/- for photocopies of the<br \/>\ndocuments he required. The Appellant then filed an appeal with the first<br \/>\nAppellate Authority on 15 October 2007 and thereafter approached the Central<br \/>\nInformation Commission with a Second Appeal on 3 December 2007.\n<\/p>\n<p>3.    The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the<br \/>\nmatter on 14 July 2008.\n<\/p>\n<p>4.    Prof. Rocket Ibrahim, PIO, Shri S.M. Afzal, Registrar &amp; Appellate<br \/>\nAuthority and Shri Parvez Alam, represented the Respondents.\n<\/p>\n<p>5.    The Appellant, Shri Puneet Gupta, was present in person.<br \/>\n Decision:\n<\/p>\n<p>6.         The Commission heard both the sides and noted that the Respondents<br \/>\nmaintained that they had given a complete reply to the RTI-application filed on<br \/>\n9 August 2007.          According to the Appellant, he had not received this<br \/>\ninformation although according to the Respondents they had the proof of<br \/>\ndespatch. On the other hand, when the Appellant filed his First Appeal on 15<br \/>\nOctober 2007, this was not received by the Respondents. Strange to say the<br \/>\nleast, that the information sent by the Respondent does not reach the<br \/>\nAppellant and the First Appeal filed by the Appellant does not reach the<br \/>\nRespondents. However, now that both the parties are here, the Commission<br \/>\ndirects the Respondents to hand over a copy of the information to the<br \/>\nAppellant. The Appellant may go over this response and in case he detects any<br \/>\nlacunae\/shortcoming, he may write to the Respondents who will provide<br \/>\nfurther clarifications\/additional information within 20 working days of receiving<br \/>\nthe letter from the Applicant. However, the case will be treated as finally<br \/>\nclosed in case there is no communication from the Appellant by 20 August 2008.\n<\/p>\n<p>7.
