The\u00a0 Applicant \u00a0 filed \u00a0 an \u00a0 RTI \u00a0 application \u00a0 dated \u00a0 29.5.08 \u00a0 with \u00a0 the \u00a0 PIO, \u00a0 Northeast \u00a0 Frontier \u00a0 Railway,\u00a0<\/p>\n<p>        Guwahati.\u00a0\u00a0She\u00a0requested\u00a0for\u00a0the\u00a0\u00a0investigation\u00a0report\u00a0submitted\u00a0by\u00a0Welfare\u00a0Inspector\u00a0in\u00a0connection\u00a0<\/p>\n<p>        with\u00a0her\u00a0compassionate\u00a0appointment.\u00a0She\u00a0stated\u00a0that\u00a0she\u00a0was\u00a0intimated\u00a0vide\u00a0letter\u00a0dt.5.5.07\u00a0that\u00a0her\u00a0<\/p>\n<p>        request \u00a0 for \u00a0 compassionate \u00a0 appointment \u00a0 had \u00a0 been \u00a0 scrutinized\u00a0 in \u00a0 detail. \u00a0 \u00a0 In \u00a0 this \u00a0 connection,\u00a0 she\u00a0<\/p>\n<p>        requested\u00a0for\u00a0the\u00a0following\u00a0information:\n<\/p>\n<p>        i)           The \u00a0 result \u00a0 of \u00a0 the \u00a0 said \u00a0 scrutiny \u00a0 has \u00a0 not \u00a0 been \u00a0 depicted \u00a0 in \u00a0 the \u00a0 said \u00a0 letter \u00a0 and \u00a0 was \u00a0 not\u00a0<\/p>\n<p>        communicated\u00a0to\u00a0the\u00a0undersigned.\n<\/p>\n<p>        ii)          What\u00a0part\u00a0of\u00a0the\u00a0said\u00a0scrutiny\u00a0prompted\u00a0the\u00a0administration\u00a0to\u00a0direct\u00a0her\u00a0to\u00a0produce\u00a0court\u00a0<\/p>\n<p>        affidavit.\n<\/p>\n<p>        iii)         In\u00a0case\u00a0of\u00a0other\u00a0compassionate\u00a0appointment,\u00a0whether\u00a0such\u00a0document\u00a0was\u00a0procured\u00a0from\u00a0<\/p>\n<p>        the\u00a0other\u00a0applicants\u00a0in\u00a0case\u00a0of\u00a0female\u00a0candidate.<\/p>\n<p>        Shri\u00a0D.K.Gupta,\u00a0PIO\u00a0replied\u00a0on\u00a023.7.08\u00a0stating\u00a0that\u00a0her\u00a0application\u00a0was\u00a0forwarded\u00a0to\u00a0the\u00a0concerned\u00a0<\/p>\n<p>        Personnel \u00a0 department \u00a0 to \u00a0 be \u00a0 \u00a0 examined \u00a0 with \u00a0 respect \u00a0 to \u00a0 grounds \u00a0 furnished \u00a0 by \u00a0 the \u00a0 Applicant \u00a0 for\u00a0<\/p>\n<p>        compassionate\u00a0appointment\u00a0and\u00a0accordingly,\u00a0the\u00a0case\u00a0was\u00a0examined\/scrutinized\u00a0at\u00a0the\u00a0level\u00a0of\u00a0the\u00a0<\/p>\n<p>        concerned\u00a0department\u00a0and\u00a0their\u00a0remarks\/information,\u00a0communicated\u00a0to\u00a0the\u00a0Applicant\u00a0asking\u00a0her\u00a0to\u00a0<\/p>\n<p>        produce\u00a0a\u00a0Court\u00a0Affidavit\u00a0to\u00a0the\u00a0extant\u00a0that\u00a0she\u00a0is\u00a0not\u00a0married\u00a0and\u00a0hence\u00a0is\u00a0eligible\u00a0for\u00a0appointment\u00a0of\u00a0<\/p>\n<p>        compassionate\u00a0grounds\u00a0.\u00a0\u00a0The\u00a0Applicant,\u00a0being\u00a0aggrieved\u00a0with\u00a0this\u00a0reply,\u00a0\u00a0filed\u00a0an\u00a0appeal\u00a0dt.12.8.08\u00a0<\/p>\n<p>        with\u00a0the\u00a0Appellate\u00a0Authority\u00a0seeking\u00a0the\u00a0investigation\u00a0report\u00a0submitted\u00a0by\u00a0the\u00a0Welfare\u00a0Inspector.\u00a0Shri\u00a0<\/p>\n<p>        A.Datta,\u00a0Appellate\u00a0Authority\u00a0replied\u00a0on\u00a027.11.08\u00a0enclosing\u00a0the\u00a0desired\u00a0information\u00a0as\u00a0received\u00a0from\u00a0<\/p>\n<p>        the\u00a0Personnel\u00a0Department.\u00a0Not\u00a0satisfied\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0a\u00a0second\u00a0appeal\u00a0dt.4.3.10\u00a0<\/p>\n<p>        before\u00a0CIC.\n<\/p>\n<\/p>\n<p>2.      The\u00a0Bench\u00a0of\u00a0Mrs.\u00a0Annapurna\u00a0Dixit,\u00a0Information\u00a0Commissioner,\u00a0scheduled\u00a0the\u00a0hearing\u00a0\u00a0for\u00a0June\u00a011,\u00a0<\/p>\n<p>        2010\u00a0through\u00a0video\u00a0conferencing.\u00a0\u00a0\n<\/p>\n<p> 3.       Shri\u00a0Khindu\u00a0Ram,\u00a0PIO\u00a0and\u00a0Shri\u00a0Alok\u00a0Dave,\u00a0Appellate\u00a0Authority\u00a0represented\u00a0the\u00a0Public\u00a0Authority\u00a0and\u00a0<\/p>\n<p>         they\u00a0along\u00a0with\u00a0Shri\u00a0Jyoti\u00a0Prakash\u00a0Das\u00a0who\u00a0represented\u00a0the\u00a0Applicant\u00a0were\u00a0present\u00a0at\u00a0NIC\u00a0Studio,\u00a0<\/p>\n<p>         Guwahat\u00a0for\u00a0the\u00a0hearing.\n<\/p>\n<p>\nDecision<\/p>\n<p>4.       The\u00a0Respondent,\u00a0Shri\u00a0Alok\u00a0Dave\u00a0submitted\u00a0that\u00a0investigation\u00a0was\u00a0conducted\u00a0twice\u00a0 \u00a0to\u00a0verify\u00a0the\u00a0<\/p>\n<p>         marital\u00a0status\u00a0of\u00a0the\u00a0Appellant\u00a0and\u00a0both\u00a0times\u00a0it\u00a0was\u00a0found\u00a0that\u00a0the\u00a0Appellant\u00a0was\u00a0indeed\u00a0married\u00a0<\/p>\n<p>         because\u00a0of\u00a0which\u00a0she\u00a0is\u00a0not\u00a0eligible\u00a0to\u00a0be\u00a0appointed\u00a0on\u00a0compassionate\u00a0grounds\u00a0on\u00a0the\u00a0death\u00a0of\u00a0her\u00a0<\/p>\n<p>         father.\u00a0 \u00a0 \u00a0The\u00a0first\u00a0 \u00a0report\u00a0was\u00a0provided\u00a0to\u00a0the\u00a0Appellant\u00a0on\u00a012.3.10\u00a0 \u00a0on\u00a0receipt\u00a0of\u00a0a\u00a0copy\u00a0of\u00a0the\u00a0<\/p>\n<p>         Appellant&#8217;s\u00a0second\u00a0appeal\u00a0to\u00a0the\u00a0Commission.\u00a0As\u00a0for\u00a0the\u00a0report\u00a0of\u00a0the\u00a0second\u00a0investigation\u00a0which\u00a0<\/p>\n<p>         concluded\u00a0recently,\u00a0the\u00a0same\u00a0has\u00a0still\u00a0to\u00a0be\u00a0furnished\u00a0to\u00a0the\u00a0Appellant.\u00a0<\/p>\n<p>5.       The\u00a0Commission\u00a0after\u00a0hearing\u00a0the\u00a0submissions\u00a0of\u00a0both\u00a0sides\u00a0\u00a0directs\u00a0the\u00a0PIO\u00a0to\u00a0provide\u00a0the\u00a0second\u00a0<\/p>\n<p>         report\u00a0to\u00a0the\u00a0Appellant\u00a0and\u00a0also\u00a0to\u00a0\u00a0allow\u00a0the\u00a0Appellant\u00a0to\u00a0inspect\u00a0\u00a0the\u00a0relevant\u00a0file\u00a0pertaining\u00a0to\u00a0the\u00a0<\/p>\n<p>         Appellant&#8217;s\u00a0non\u00adappointment\u00a0on\u00a0compassionate\u00a0grounds\u00a0\u00a0on\u00a0a\u00a0mutually\u00a0convenient\u00a0date\u00a0and\u00a0time\u00a0and\u00a0<\/p>\n<p>         to\u00a0provide\u00a0her\u00a0with\u00a0attested\u00a0copies\u00a0of\u00a0documents\u00a0she\u00a0requires,\u00a0\u00a0\u00a0free\u00a0of\u00a0cost.\u00a0The\u00a0information\u00a0to\u00a0be\u00a0<\/p>\n<p>         provided\u00a0by\u00a010\u00a0July,\u00a02010.\n<\/p>\n<\/p>\n<p>6.
