BHAVADASAN, JJ.\n               - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n                         W.P.(C) No. 20982 of 2009\n                  - - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n                  Dated this the 4th day of August, 2009.\n\n                                      JUDGMENT\n<\/pre>\n<p>Bhavadasan, J,<\/p>\n<p>            Petitioner complains of police harassment. As per<\/p>\n<p>Exts.P1 and P2 agreement petitioner had purchased a vehicle<\/p>\n<p>availing of the financial facility offered by Sree Ram<\/p>\n<p>Financiers. Due to financial crisis, petitioner sold the vehicle<\/p>\n<p>to the sixth respondent, who had undertaken to pay the<\/p>\n<p>monthly instalments to the financier. Later he came to know<\/p>\n<p>that the sixth respondent had not been paying the instalments.<\/p>\n<p>On enquiry, the petitioner came to know that the transaction<\/p>\n<p>between him and sixth respondent was the consequence of a<\/p>\n<p>collusion at the instance of fifth and sixth respondents. So he<\/p>\n<p>preferred complaints before the police authorities. According<\/p>\n<p>to the petitioner, thereafter from 1st July, 2009 onwards police<\/p>\n<p>have been regularly visiting his house and compelling him to<\/p>\n<p>pay the amount due to the financier. On 10.7.2009 petitioner<\/p>\n<p><span class=\"hidden_text\">WPC.20982\/2009.                  2<\/span><\/p>\n<p>was infact taken to the police station and forced to execute<\/p>\n<p>documents in favour of the fourth respondent. His protest was of<\/p>\n<p>no avail. Petitioner therefore made a complaint to the District<\/p>\n<p>Police Complaints Authority, Kottayam on 10.7.2009, which is<\/p>\n<p>produced as Ext.P5. Petitioner says that the police continue their<\/p>\n<p>harassment and hence this petition.\n<\/p>\n<p>            2. Learned Government Pleader opposed the petition<\/p>\n<p>by pointing out that that the grievance voiced by the petitioner<\/p>\n<p>would indicate that it is a civil dispute, and at any rate the<\/p>\n<p>petitioner had filed a complaint before the statutory authority,<\/p>\n<p>which will be considered.\n<\/p>\n<p>            The dispute seems to be purely of a civil nature.<\/p>\n<p>However, unnecessary interference by the police is not warranted.<\/p>\n<p>Whatever that be, as rightly pointed out by the learned Government<\/p>\n<p>Pleader, the petitioner has filed a complaint before the proper<\/p>\n<p>authority. While that is pending, it is unnecessary for this court to<\/p>\n<p>interfere in the matter.\n<\/p>\n<p><span class=\"hidden_text\">WPC.20982\/2009.                   3<\/span><\/p>\n<p>           Therefore, this writ petition is disposed of directing the<\/p>\n<p>first respondent to dispose of Ext.P5 in accordance with law.<\/p>\n<p>                                                P.R.
