The PIO vide his letters dated 13 August 2007 and 7 September 2007<br \/>\nreplied to the RTI-application.    Not satisfied with the reply of the PIO, the<br \/>\nAppellant filed an appeal with the first Appellate Authority on 14 August 2007<br \/>\nand then approached the approached the Central Information Commission with a<br \/>\nSecond Appeal on 15 December 2007.\n<\/p>\n<p>3.    The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the<br \/>\nmatter on 22 August 2008.\n<\/p>\n<p>4.    Shri Kamal Jain, Sr. DCM &amp; PIO, Shri P.K. Singh, OSD(S) &amp; Appellate<br \/>\nAuthority, Shri L.K. Mahajan, ADEN, represented the Respondents.\n<\/p>\n<p>5.    The Appellant, Shri Shaikh Imran Salim, was present through audio<br \/>\nconference.\n<\/p>\n<p>Decision:\n<\/p>\n<p>6.    The Commission heard both the sides: the Appellant through audio<br \/>\nconference and noted that the RTI-application revolved around questions<br \/>\nregarding cleanliness and maintenance of trains, etc. in about 90 stations for<br \/>\nover a period of 10 years. During the hearing, the Respondents submitted that<br \/>\nfor this work, 68 contracts had been granted to 43 contractors.         They had<br \/>\n supplied most of the information in the first instance and told the Appellant<br \/>\nthat they were collecting the information regarding the rest. This information<br \/>\nwas also supplied when the Appellant moved his First Appeal.            During the<br \/>\nhearing all that the Appellant wanted to know were the terms on which these<br \/>\ncontracts were given and the names and the addresses of the contractors. On<br \/>\nbeing asked why he desired this information, he stated that he wanted to<br \/>\nenquire whether the contracts were genuine or vague. The Commission accepts<br \/>\nthe submission of the Appellant and directs the Respondents to supply to the<br \/>\nAppellant the terms and conditions of these 43 contractors together with their<br \/>\naddresses.       This may be done by 23 September 2008.\n<\/p>\n<p>7.
