Sactivel\n\nFACTS<\/pre>\n<p>:\n<\/p>\n<p>      The appellant has sought information under RTI Act by his letter dated<br \/>\n3.3.2008 addressed to the PIO, Co-operative Department, Puducherry regarding<br \/>\ninformation in respect of Manakuppan Co-operative Mils Producers Society from<br \/>\n2005 to till date. The appellant has listed as many as 26 items in his application<br \/>\nagainst which he has sought information.        The CPIO vide his letter dated<br \/>\n6.3.2008 has forwarded this application to the President of Manakuppam CMPS,<br \/>\nNallathur, Puducherry for disposing of the application stating that he has been<br \/>\ndesignated as PIO. Not satisfied with this action of the PIO the appellant<br \/>\npreferred an appeal before the First AA -cum- Registrar of Coop. Societies on<br \/>\n18.4.2008. Alleging no reply has been received either from the PIO or from the<br \/>\nAA the appellant preferred this appeal before the Commission 27.5.2008. This<br \/>\ncase was taken up for personal hearing on 31.10.2008, which was attended by<br \/>\nthe appellant in person accompanied by his friend. The Co-op Department was<br \/>\nrepresented by the concerned officials.\n<\/p>\n<p>DECISION:\n<\/p>\n<p>2.    I have gone through the RTI application and other replies received in this<br \/>\nconnection. It appears that after the directions of the first AA, the President of<br \/>\nManakuppam CMPS has given partial information to the appellant. When the<br \/>\nappellant went on appeal the AA has given further directions to the President to<br \/>\nprovide further information on 26.8.2008. In response to this the President\/PIO<br \/>\nhas given reply in respect of 6 queries, whereas he has not given reply in respect<\/p>\n<p><span class=\"hidden_text\">                                                1<\/span><br \/>\n of other queries. I, therefore, direct the PIO\/President of Manakuppam CMPS to<br \/>\ngive reply point-wise to all the queries raised by the appellant in his application<br \/>\ndated 3.3.2008. In case if some information cannot be given as per the exempt<br \/>\nprovisions of the RTI Act he has to cite the proper provisions of the Act for not<br \/>\ngiving information. The reply should be sent within 15 days from the date of<br \/>\nreceipt of this direction and after receipt of this information, if the appellant is not<br \/>\nsatisfied he has to approach the Registrar of Coop. Societies and I direct the<br \/>\nRegistrar-cum-AA to go through the reply given by the President in his decision<br \/>\nand if he is not satisfied he has to direct him to give further information to the<br \/>\nappellant. Thereafter if the appellant is not satisfied he is free to approach the<br \/>\nCommission once again.
