It is<br \/>\nsubmitted by him that the petitioner has been selected as Principal,<br \/>\nDistrict Institute of Education and Training (D.I.E.T.) by the<br \/>\nGujarat Public Service Commission (G.P.S.C.) and his name is at<br \/>\nSerial No.2 of the Select List prepared by the G.P.S.C. Respondents<br \/>\nNos. 4,5 and 6 do not figure in the Select List. Respondent No.4 is<br \/>\nat Serial No.1 of the Waiting List of S.E.B.C. candidates and<br \/>\nrespondents Nos.5 and 6 do not even figure in the Waiting List.<br \/>\nInspite of the fact that the petitioner is more meritorious being at<br \/>\nSerial No.2 of the Select List, the respondent authorities have<br \/>\nignored the<br \/>\npetitioner for appointment and have made appointments of persons,<br \/>\nwhose names figure at Serial Nos.1, 8, 4 and 11 of the Select List.<br \/>\nRespondents Nos.4 to 6 have been appointed, inspite of the fact that<br \/>\ntheir names do not figure on the Select List.
