{"id":230532,"date":"2006-12-19T00:00:00","date_gmt":"2006-12-18T18:30:00","guid":{"rendered":"https:\/\/www.legalindia.com\/judgments\/need-for-jail-reforms-in-the-country-on-19-december-2006"},"modified":"2017-09-20T00:56:16","modified_gmt":"2017-09-19T19:26:16","slug":"need-for-jail-reforms-in-the-country-on-19-december-2006","status":"publish","type":"post","link":"https:\/\/www.legalindia.com\/judgments\/need-for-jail-reforms-in-the-country-on-19-december-2006","title":{"rendered":"Need For Jail Reforms In The Country. on 19 December, 2006"},"content":{"rendered":"<div class=\"docsource_main\">Lok Sabha Debates<\/div>\n<div class=\"doc_title\">Need For Jail Reforms In The Country. on 19 December, 2006<\/div>\n<\/p>\n<pre><\/pre>\n<p>                                          &gt; <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=Title\">Title<\/a>:  Need for jail reforms in the Country.   <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=SHRI%20ADHIR%20CHOWDHURY%20\">SHRI ADHIR CHOWDHURY <\/a>(<a class=\"marker_ref\" href=\"\/search\/?formInput=BERHAMPORE%2C%20WEST%20BENGAL\">BERHAMPORE, WEST BENGAL<\/a>): According to the penology, criminals must be sent to the jail as punishment but not for punishment.\u00a0 The reality in our prisons is that the prisoners are being sent to the jail for punishment and not as punishment.\u00a0 The philosophy of reformation and rehabilitation, as has been prescribed in the jail manual has not been materialized in reality.\u00a0 A number of violent incidents have taken place in various jails of our country.\u00a0 Through you, I would request the Ministry of Home Affairs that a model Jail Manual should be released and all the States should be directed to create a congenial atmosphere so that the behaviour of the prisoners could be modified.\u00a0 It has been very much implied in the current Jail Manual.\n<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Secondly, I have observed that hundreds of life-sentence prisoners have been languishing in jail for more than 30-35 years.\u00a0 Some of them have\u2026 (Interruptions)\n<\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=MR.%20DEPUTY-SPEAKER\">MR. DEPUTY-SPEAKER<\/a>: I would now request Shri Hansraj G.
