KUMAR, J.\n<\/pre>\n<p>               This is an appeal filed under Clause X of the Letters Patent<\/p>\n<p>challenging order dated 17.3.2009 passed by the learned Single Judge in<\/p>\n<p>CWP No. 4031 of 2009. Learned Single Judge has recorded a categorical<\/p>\n<p>finding that the petitioner-appellant Bhagat Singh has been staying in Delhi<\/p>\n<p>and has not been staying in the village. This is a significant consideration<\/p>\n<p>for appointing a person to the office of the Headman (Lambardar). The<\/p>\n<p>aforesaid fact has also not been seriously disputed before us. Accordingly,<\/p>\n<p>the appeal lacks merit. Dismissed.\n<\/p>\n<p>               In view of the fact that appeal has been dismissed on merit we<\/p>\n<p>do not feel any necessity to pass any order on the application seeking<\/p>\n<p>condonation of delay of 94 days in filing the appeal.<\/p>\n<pre>\n\n\n\n                                                        (M.M.
