GIRI , J\n               ==========================\n                     W.P.(C) NO. 26132 OF 2007\n               ==========================\n              Dated this the 7th day of September, 2007.\n\n\n                             JUDGMENT\n<\/pre>\n<p>      The petitioner is P.W.D Graduate Engineers Association which<\/p>\n<p>represents graduate engineers in Public Works Department.       It is<\/p>\n<p>contended that prior to 1993 graduate engineers were enjoying pay<\/p>\n<p>scales equivalent to M.B.B.S\/B.D.S holders in Government service. It<\/p>\n<p>is further contended that in Central Government service, Medical and<\/p>\n<p>Engineering graduates are treated at par. The allegation is that the<\/p>\n<p>the situation is not the same as regards comparable service in the<\/p>\n<p>State. It is contended that medical graduates are getting 39.79% and<\/p>\n<p>94.79% increase after 8 and 16 years service, whereas the increment<\/p>\n<p>being given to engineering graduates in the Public Works Department<\/p>\n<p>is only 7.5% and 16.8%.        It is further contended that even in<\/p>\n<p>promotion cadres serious anomalies exist.           Apparently, such<\/p>\n<p>anomalies continued after 5th pay commission as well.<\/p>\n<p>      2. Pointing out these anomalies, Exts. P4 and P5 have been<\/p>\n<p>submitted by the association before the Government on 07.05.2007<\/p>\n<p>and 16.08.2007.       The matter requires the attention of the<\/p>\n<p>government.     It might also require the constitution of another<\/p>\n<p><span class=\"hidden_text\">W.P(C) NO. 26132\/2007               : 2 :<\/span><\/p>\n<p>committee, technically competent to assess the conditions, to embark<\/p>\n<p>upon a comparison of comparable posts, to determine whether there<\/p>\n<p>are anomalies and to find out suitable measures to remove such<\/p>\n<p>anomalies.\n<\/p>\n<p>      3. I heard learned Government Pleader appearing on behalf of<\/p>\n<p>the respondents.\n<\/p>\n<p>      4. The writ petition is disposed of directing the Government to<\/p>\n<p>look into Exts. P4 and P5. Appropriate data may be collected from the<\/p>\n<p>petitioner-association or from other sources. The respondents will pay<\/p>\n<p>their attention to the grievance sought to be highlighted in Ext.P5.<\/p>\n<p>The petitioner-association is at liberty to place other relevant materials<\/p>\n<p>before the Government.        Appropriate action will be taken by the<\/p>\n<p>Government within four months from the date of receipt of a copy of<\/p>\n<p>this judgment.\n<\/p>\n<p>      The writ petition is disposed of as above.\n<\/p>\n<\/p>\n<p>                                                       V.
