Junior Statistical Officer, University Grants Commission, National\n                       Educational Testing Bureau, University of Delhi, New Delhi.\n                                               -----------\n<\/pre>\n<p>02.   21.7.2011               Heard learned counsel for the petitioner.<\/p>\n<p>                              Repeated submission of the petitioner&#8217;s counsel is<\/p>\n<p>                  that in the Agrawal Commission Report there was some<\/p>\n<p>                  consideration with regard to degrees issued by what is known as<\/p>\n<p>                  Prayag Sangit Samiti, Allahabad and its so-called equivalence.<\/p>\n<p>                              Justice Agrawal Commission (Retired) was set up by<\/p>\n<p>                  the Hon`ble Supreme Court in the peculiar facts of the case<\/p>\n<p>                  originating from the State of Bihar. Whether that will have any<\/p>\n<p>                  validity with regard to the recognition given by the UGC to<\/p>\n<p>                  courses or degrees offered by unrecognized institution is yet<\/p>\n<p>                  another issue.\n<\/p>\n<p>                              If the UGC has categorically communicated to the<\/p>\n<p>                  petitioner that Sangit Praveen degree of Prayag Sangit Samiti,<\/p>\n<p>                  Allahabad is not equivalent to the Post Graduate degree of any<\/p>\n<p>                  recognized Indian University, where is the occasion for this<\/p>\n<p>                  Court to allow the petitioner to sit for NET        or any other<\/p>\n<p>                  examinations to be conducted in this regard.<br \/>\n<span class=\"hidden_text\">                           2<\/span><\/p>\n<p>                 Recognition of the institution    from where such<\/p>\n<p>      degrees are obtained is pre-requisite under the UGC Act. If<\/p>\n<p>      UGC has not conferred recognition, petitioner is free to obtain<\/p>\n<p>      degrees from where she wants.
